But Im trying to remember the value of the personal property which falls under Katarungan Pambarangay.

This is more finance and auditing. Several factors affect appraisal of real estate values but generally not the law. Unless of course the property is taken for public use (expropriation), levied and sold on public auction (due to nonpayment of judgments or taxes), etc., then the law can clearly affect appraisal of the property and credit worthiness of the owner

No, it is not property. But employment is, according to the Supreme Court. Practice of profession is more like a privilege which is highly regulated. The State allows you to practice a profession because it deems the profession permissible. On the other hand, property is an inherent right. It is not granted by the State; it can only subject it to certain limitations. At any rate, practice of profession can be embraced by liberty. Hence, regulation thereof should be with due process of law. Remember, Art. III, Sec. 1 of the Constitution, "no person shall be deprived of life, LIBERTY or PROPERTY without due process of law."

Unfortunately the cost is too high and expensive, we requested an approval to hire an outside contractor that is within our budget. However the developer wont agree bec its in our contract daw. We argue That that is the reason why we are requesting for approval. Can we do something about it? Can we file them a case ?

No, it is not because the law is public domain. If it is converted into something different and creative, using your talents and skills, then it becomes an original. My mom's father inherited a land with 39k m² and with that land po 3 po ang major na maghati hati.. My lolo (papa of my mother) Lolo (bro. Of my lolo) Lola ( sister-bunso) However... my lolo died year 2019 if im not mistaken.. My lolo's bro. Died long time ago.. And my lola died recently 2021.. The only person po na nag aasikaso is my mother and her auntie phoebe na may lupa din pero di kasama sa 39k m² in total 24hectares po kasi ang lupa nila at divided sa mga tagapagmana yon kaya 39km² lng sa parents ng mama ko at mga kapatid nya.. Nag iwan ang lola ko ng pinasulat nya sakin na kug sino lang ang bibigyan nya ng mana sa mga anak nya before she died unfortunately dahil sa kakapusan ng pera that time hindi kona nanotary sa public atty and the only thing i can do is by putting her hand print/thumb mark. Di ko din narecord ang usapan namin bec. Im not thinking na mamamatay sya agad, Now my problem is yung mama ko need mag asikaso ng mga papeles at atty's fee however yung mga anak ng mga tagapagmana ay ayaw magbigay ng tulong si mama lahat gumastos in their behalf ever since they started the process. Mejo naudlot lang due to pandemic, pwede poba na since mama ko lahat gumastos possible poba na hingian nya ang mga tagapagmana ng atleast 10% ng makukuha nila para sa lahat ng ginasyos nya at ₩agpapakapagod nya?? Kasi for me it is unfair for her part na sya gumagawa lahat then same amount lng makukuha nya o mas mababa pa. May batas poba regarding sa magkano ang pwede nya hingiin sakanila kapalit ng lahat bg ginastos at pagpapakahirap nya? Hinri po kasi mapanlamang ang mama ko at ayaw nya manlamang as much as possible however it seems like its not fair if she will let things pass. Malapit na kasi magkabayaran ng lupa kaya nag suggest ako sakanya na baka pwede ganon ang gawin nya kasi di naman nya pwedeng di ibigay ang mana kasi baka naman kasuhan sya ng mga tamad kong tito at tita, kaya sabi ko pagbayarin nlng nya sila para fair sa part nya.. at yung sa sulat na pinagawa ng lola ko po i dont know if may power pa yon kasi po patay na sya at di sya nakapirma don.
