Well... this time actually I found it a bit much on SADB side. The man have been nothing but polite and was going to move the car. But got a lot of patronizing from Kirill for no obvious reason. Uncalled for IMO. I like it much more when SADB start 100% polite and non-provokative and only adjust in relation to the other party...

Folks, you need to get some better stickers. Here in the US when there is a car parked illegally for a long time, or it is in inoperable condition, they stick a bright orange or green sticker on the window with instructions on what to do about the car, where you cannot take it off with hands at all. Yours are too easy to take off.
It's not about punishment
It needs to be reasonably easy to remove due to property damage laws. If they were too hard to remove, court might rule a specialist could be needed, which in turn would cause the "damage" to exceed the monetary threshold upon which "damage" actually becomes damage by law. Thus making the movement vulnerable to being sued, which as of now they aren't really.
