Doesn't necessarily mean your city is dead gold rush isn't based off how many are in your city. Mafia city will begin season 1 round 1 in your city eventually mostlikely in the next cycle of gold rush.
Long story short boost your maximum wounded capacity then fill your hospital. CLICK ON HEAL but DO NOT press speed up. Then while your soldiers are healing fill your hospital a second time. This will reduce the cost for you to move significantly. Once you get to your new city heal all your soldiers and your power is restored 👍

When you augment a gear, does it also increase the buffs given by emblems?
No just the equipment statistics but there are investments that increase the emblem %
