I think they would. They would at least dull the sounds of the horns and dishes. I wear mine all the time in public and people don't seem to notice (or care) and I can still hear talking. I can't guarantee that they will give you the effect that you're looking for, but I would say it is worth a try. I still love mine and wear them every day (mostly to deal with loud city noises: sirens, buses, motorcycles, etc.).
