Use the server browser. There are always several packed servers every day in Eastern US for Conquest, and always a full server for Team Deathmatch. I haven't been playing Operations for a good while, but there are always full servers for that as well.

There’s more than a dozen full conquest servers in NA consistently.

On PC conquest servers are always full in NA.
