What a beautiful sound. Musically, the chimes are in D-flat major and the strike is E flat major 7. Nice combo between D flat and D natural. The D flat serves as the main note, but a major 7 chord is what really creates that strong hour strike.
Actually the strike isn't any usual chords. Two G(little difference, resulting in beat phenomenon) and two ♭E (little difference still)are the major tone. Meanwhile every chime rod will also have a 21- semitone lower tone than the major tone. So the strike also contains a ♭B, ♭G chord. Due to abundant overtones and resonance, no wonder so difficult to tell the exact tones.
The strike train hammer heads could use an adjustment the sound is like its hitting the glass kind of and the quarters could be sped up just a bit. 2:10
I saw a whittington chime grandfather clock at a flea market for 400. By howard miller, also saw a chiming wall clock that plays three chimes, and it was 40 because the chimes didnt work.
You can alter it to your own liking. by turning around one or more of the hammer heads of the strike. for instance you can only have one or two rods sound. I also dislike a strong strike on a bunch of rods. I usually disengage the top 2 ones ... so only the longest two rods sounds. The sound will be much more pleasant and gentler.
with some clocks the strike is overall too harsh ... in that case I install a piece of fabric between the hammers and the rods... resulting in a very pleasant soft round sweet tone.

the chimes are in c major, tuned to e4, d4, c4 and g3. the strike is 2 rods tuned to g3 and two more tuned to d#3.
