They are the Jews that were captured and taken to Babylon by King Nebuchadnezzar that Cyrus the great freed from Babylonian captivity. He protected them with the Persian army when they went back to Judea, and he said those that want to stay are welcomed to stay. These are the ones that stayed. Today the tombs of Esther and Mordecai are there still, and the tomb of Daniel in Susa Iran which is the home of the ancient Elamites. The tomb of Cyrus the great is there which he is a messiah in the Torah so that's a holy Jewish site as well. He was also called "God's anointed" in the torah. The tomb of another person I forgot the name, but these Jews are the ones freed from captivity that stayed from that time.
