The solution to sprawling development is simple. Every parcel or tract of land has a potential annual rental value, a value based on locational advantages. Rural locational advantages are based on fertility of soil and other natural resources present. Urban locational advantages are created by aggregate public and private investment in infrastructure and other amenities. This value rightfully belongs to the community and should be collected to pay for needed and desired public goods and services. At the same time, buildings (which are depreciating forms of capital goods) should be exempted from taxation. Make these adjustments to how public revenue is raised, and owners of land will have strong financial incentives to bring the land they hold to its highest, best use. Urban land will be more intensely developed (as permitted by zoning, building codes and other land use restrictions). The potential to profit from holding land idle or by speculative investment in land will disappear and land prices (but not land rental values) will fall. As investment increases in the urban communities, development pressure on rural areas will fall, leaving more land for agriculture and open space.
