If you look at his entire managerial career he's been at a club that kept him for years despite massively performing below where they should be, he's had time and consistent investment that wouldn't be given to other managers which has resulted in him being in charge of the second strongest squad in the league. Having the second strongest squad in the league doesn't make him the second best manager. Everyone knows he couldn't do what Emery did with an underperforming team facing relegation, we've already seen it take him 4 seasons to get arsenal into the top 4.
