    I can help - I was stationed there 1977 to 1981. At 9:00 EPMAC means "Enlisted Personnel Management Center". It was a Navy Personnel center with huge computers on the 4th floor of the building closest to Poland Ave. Computer room was on the side nearest the river, on the 4th floor. Center building was parking. Last building had a cafeteria on level 2 if I remember, although it could have been in the center building.

      I was here in 98 then 00-02 I worked at meps I watched 9-11 in the theater sad to see it like this it was only about 40%occupied in those days though

    My father was in the Portuguese navy, and during the 80's the portuguese navy ship he was stationed in made alot of travels to USA because of NATO, he always tells the story of how he and some of his colleagues got lost inside a single US Navy building in New Orleans during the Mardi Gras, he says the building was so massive that looked like a city. The other day I saw this video and I keep telling to myself "This must be the building my father is always telling he got lost in", so last christmas night I showed this video to my father, and I must say he just gasped.

      @@NoNickNoKick Did they visit the U.S. often back then? I always thought about how we visited all these different ports on deployment but it seemed like so few foreign sailors visited us. Granted, I realize most countries don't have massive global navies. Portugal was one of my favorite port calls btw :)

      "I smell smoke - let's see where the fire is" Yeah, and what would you have done if your candy ass opened one of those doors, and HELLFIRE came roaring out of it, right at you? If you suspect fire in a building, grasp the door handle - if it's hot, or even warm, that means there's FIRE on the other side of the door, and then,if you proceed to open the door, you will probably get a blast of hot air, fire, carbon monoxide, and smoke like you wouldn't believe, right in your face. That's the type of situation that kills most people in a building that's on fire. You're just damn lucky you didn't get FRIED !! Stay OUT of abandoned buildings, pussy-face !!!

      A lot of the damage is done by scrappers who steal the copper wiring and plumbing out of the walls to sell it for cash. Sad because it would be a lot cooler to see these places decay naturally over time by mother nature.

    This is the Dalphine Street complex on the East Bank in New Orleans. The West Bank Side, not shown in this video is now a Federal City and is still quite active.
    The US Navy moved the Reserve Personnel and operations from the East Bank Side to Norfolk Va and I think the Detailers to Millington Tennessee, due to the old buildings heavy maintenance costs and the crime ridden area around it. While I was in the Navy I used to visit these buildings once a year to do audits. Sarcastically these buildings were known, by those in the know, as the "Puzzle Palace" because it was really hard to find who you wanted to find and easy to get lost in. LOL These buildings were used by the US Naval Reserves as the Headquartes for the Reserves, CNRF, Command of Naval Reserves and Reserve Bureau of Personnel. The Reserve BUPERS is the place you would have to call to get orders for your next duty station every four year, or Detailers as they were known. Most people didn't know that 25-30% of all Reserve force for ships and reserve squadrons are active duty 365 time a year. They used to be call TAR's Training And Administration of Reserves. TAR's were needed to maintain the ships and aircraft for the reserves to come and train on once a month. You can't just let an airplane or ship sit there for 28 days doing nothing and expect it to be in deployable or flyable condition. So they had Active Reserves maintain them. Bickering over funds between Regular Navy and the Reserve Navy eventually did away with the TAR program. I've been told all the reserve aircraft and ships are now maintained by the regular navy by personnel assigned to the squadrons or ships called FTS, Full Tiime Service. Ironically, I was told by early Reserve Officers in the early TAR program that the TARs came about because the Regular Navy started to neglect Reserve assets, which led to the lack of air support over the USS Pueblo. The Reserve Aircraft although deployed were short on parts and not mission ready. So now we're possibly going back to that situation again. Anyways back to NSA New Orleans East Bank, back then in the 90's and earlier the Reserve Detailers basically held your livelihood in your hands. They could send you to Shore Duty on land like Hawaii, San Diego, Florida, Europe or Sea Duty on a ship, a Deployable Squadron or some obscure place like Adak Alaska, even if you were married or had kids. There were rules they had to follow but basically you were at their mercy. Although portions of these buildings are pretty run down they have a real historical meaning to thousands of people who have been deployed by the CNRF who once resided there. It's a shame to see such important history rot away like that. That Cafeteria shown at 16:57. I've actually eaten there in the 90's when I had to visit the commands there.       Good, you saved me a lot of typing! I was a TAR and have wandered those halls more than once, and sat in the ComNavResFor theater and eaten in the cafeteria. Hard to believe I retired 18 tears ago. Also, the ship is the USNS (Military Sealift Command) Cape Kennedy. Manned with Merchant Mariners, but directed by Navy MSC to serve armed forces logistics needs. It was a RoRo, or roll on/roll off ship, no containers or bulk cargo, just anything with wheels (or treads). Pat McGill, LCDR, US Navy Retired.

    That's the whole deal with abandoned military facilities. The sites are enormous and look interesting, but the government stripped the buildings of everything of actual interest before they were vacated. Scrappers took the rest, and what remains are just huge gutted shells.

    I dunno about other viewers but i'd like to see more of the footage you guys record.
    For me i think 40min videos would be ideal. anyone else agree?
    Maybe an occasional 2h/realtime video, your vids are awesome to put on at like 11pm and watch to 1am in the dark, creepy AF. Keep up the good work guys.

      I think it could work in a smaller building. If they were lucky enough to find an abandoned motel then about 1 hour's worth or so of raw footage could be an option. A place like this would have half a day's raw footage and I don't think anyone has the patience for that.

    I was there from 2006-2009 with the Navy, and then briefly again in 2011 with the Marines when they moved. I left my old 'Game Wave' game console in a 3rd deck office in the Navy half--The one with a roll-up service window. I wonder if it's still there. A shame to see it this way, it's a very sturdy building.

      ​@@teenagewastelandful Feel free. It's on the river side of the 3rd deck, and is the larger office area that the hallway completely rings (it has doors on both sides). The old N6 spaces. I left the 'Game Wave' at the watchstander's table in the opposite corner as that rollup window. Oh and the rollup window isn't directly visible from the hall.       @@teenagewastelandful I'm talking about the 'front' building with the sign on it closest to Poland st, which was the Navy building. Middle building is all parking, except the second floor, which was a lunch line, also had an old subway restaurant (closed after Katrina), and some coast guard offices for a while. Back building was the USMC building. USMC building has a neat mural by the elevators on the 2nd floor, that if I recall featured the battle of New Orleans. I haven't seen that mural in any of these exploration videos, but it's probably ruined by now. Anybody who goes in there should stay clear of the cargo elevators, or have a buddy stay on the outside. Even BITD, they'd often shake one of the doors open (they're manual) which would stop the elevator wherever it happened to be until somebody on the outside found the slightly opened door and closed it.

    I've been to that facility multiple times (2007-2008) when I was a contractor working for the USAF. I remember it being one heck of a big complex and the people was very nice to us. That door you couldn't open I thought that was to the freight elevators. I had no ideal the base was no longer in use. It really is sad to see it's been destroyed.

    It's always amazing how the US Government abandon buildings like this one and leave stuff in perfect condition like the workout equipment. It could have been moved to their new building. But since I'm a retired Army Attorney I know once the personnel moved they got new equipment. Typical US Government WASTE FRAUD ABUSE!!

    When you went to open the door and see if there was a raging fire behind it, if you ever suspect the possibility of a large fire behind a door you should feel the handle with the back of your hand to feel for heat, otherwise you could have a backdraft that flash thru the opening and get you.

    I did engineering work here in the 1980's, mostly trying to repair some of the wharf buildings on the river. The wharf areas were not in the best shape, but were definitely usable. The whole complex had quite a mysterious feeling to it, even in the 80's. I would guess it was about 60% occupied at the time.
    I was told that during the Korean and Viet Nam wars, it was a major supply base and transfer base for supplying the Navy around the world. [I thought that was funny, because I never remember any anti-war protests here, probably due to ignorance about what was really going on inside.]
    Also Navy personnel could have their cars shipped overseas and returned here - and that was another purpose for the parking areas.
    The buildings are built like a fortress or even a brick ....house. They could easily be turned into inexpensive housing, (create large light wells in the middle), but that will never happen. It's always condemned - that we are building an instant slum.

    Never seems to stop the feeling that, what once was, was the best. All the places that you go, as in this facility. All the people it took to build, then employed there, such a productive period. America was was never more at its production than from 1900-69. America working with and for America. All that gym equipment... tax payers paid for, and is just left to rust. No accountability. Now a shelter for the truly lost and forgotten. We just don’t care. If we don’t change our way, we’re looking at a bleak future in this country.

      That gym equipment is not economical to move or re-sell. A lot of times it is bought at an extreme discount or even donated. Everything of value was removed at that complex by DLA Disposition services, gym equipment is already replaced pretty frequently in the military. Everything remaining is basically scrap.

    The US military has hundreds of such obsolete facilities-many cannot be closed because of pressure from local congressmen. This is part of the reason why we owe $22 trillion (national debt). Unless such closed facilities have a high value, they will sit and rot. In addition, the military caused a lot of local pollution-so much that the properties cannot be sold (new owners assume liability). These places will be a continual problem for generations to come.

    Never underestimate the amount of damage the citizens of New Orleans can do. Being a Personnelman in the early 90's, I sent a ton of my separation and retirement paperwork to these guys. At least I didn't see my dd214 casually laying on the ground in the video.

      WA; What waste? This was originally a navy warehouse built in WWII. Later partly converted to offices and 20+ years after the Cold War, continued downsizing and consolidation of offices were made to save money. Shuttting it down has saved taxpayers millions of dollars. The facility has served its purpose. End.

      I think they said previously they carry pepper spray. It varies state to state, but trespassing with a weapon can mean more serious charges.

      You Wonder Why Gang initiations, drug dealers, homeless all live in here. Have had a few weird experiences. I snuck in a few times. I live less than 15 minutes from the base.

    Many of those old bases in that area were used to simulate bomb sites and for training FBI and other government personsel way after the facility was done being used for its original purpose I’m guessing that was why all those porta potties. Were stored out there ? I’m suprised that you guys got access to explore and film. Truthfully for many years many of those places in and around that area were very restricted and guarded that theater set up is very similar to the way FBI feild offices have for monitoring multiple feeds at the same time I knew that bomb squad personell. Used lots of these places to set up mock bomb detecting And disbarment procedures with remote control equipment and other procedures in order to teach people how to do it as safely as possible which makes lots of sense That parking area may had been created just. For one of those exercises

    This is amazing. I used to always drive by this building to and from work everyday when working in the city. Never thought about trying to explore the inside of it. But, it's in a district known for grafitti artist and they used to have security out there patrolling. I'm glad y'all did a video on this.

    Great video. Sadly the buildings are in even worse shape now and judging by news reports there are a lot of shootings, arson and other crimes occurring at the site. The city has done regular sweeps to try and clear out squatters as the buildings just aren't safe. Plans to redevelop the site still haven't progressed.

    The writing on the whiteboard left me stunned for a bit. After I gathered my thoughts I realized that there's no way a matter like that would be handled in this base. Also, they would have confidential files not some writing on a whiteboard with horrible handwriting and decoded info.

    typical wastefulness of the government.
    Those buildings could have housed all the homeless of New Orleans, in minimalist individual rooms.The base used to house 3-4 000 people and the office buildings could have housed as many. Now left to rot while there are 10 000 homeless in the city.

      I wouldn't wish living in some of these buildings on anyone else. Just saying that Navy barracks aren't as nice as you'd think they are. The geobachelor ones? Hm, maybe.

    This building was donated to the city by the navy in 2011. The city had big plans that never came to fruition, and now it's in horrendous shape. I'm not sure when this was shot, but it looks a lot worse now (2022). I enjoy going into abandoned places and exploring, but this place is way too sketchy for me. Meth head city. At least two murders are associated with it. I can't picture those buildings ever being repurposed.
