Pair buttom, well, what it does is you write the assigned symbol or text for your lefts and rights, in your model it's < and >, if the layers are named the same except this one, they are paired for you, you can assign "Left" "Right" and other symbols too.
another note, 16:13 you don't need to exit the mesh editor, you can use the bake function to 'finalize' it. by finalize i mean it will no longer create new triangles until you reactivate it
Do the eyes absolutely have to be on separate layers like that? I drew them on the same layer and I really don't want to have to go and fix the psd file again but I'm afraid I might have to now.
depends, if you have the sclera (white of the eyes) and iris/pupil separate you can use that. however if the iris and sclera are on the same layer then it is not usable as the iris will be stuck in place. The art i downloaded for practice has the pupil, iris, sclera, highlights and shadows all separate.

I just realized that you can, in fact, turn the mesh auto triangulation off by hitting the Bake button. Lol, lmao

Sooo paste and horizonal flip just pastes it into the same spot making the same eye blink but it warps it really bad...?

@DamianIvory Yup, the layers should be separated. The process of preparing the PSD for Inochi2D is basically the same as preparing it for Live2D
