You must work for an insurance company. Individual policies would just make cops more expensive and increase profits for insurers. Or you can't math. There are roughly a million cops, which means insurance companies make billions in premiums already. All misconduct settlements added together for all departments don't even come close to that. Departments can pay out millions or tens of millions and it's already factored in by insurance companies. It's literally their job to make a profit by removing some liability for their clients. So it still keeps bad cops out of jail. A mandatory minimum settlement that is so high that a department gets denied insurance would fix bad policing. If every hunter brittain cost 500 million and every George Floyd cost a billion departments would then have to start worrying about losing the entire department. Which would result in departments asking prosecutors to start charging officer misconduct.
I don't work for insurance companies, I just think that having them insured more like doctors are would cut back on the blatant misconduct that so many are never punished for. Look up the ones that stole $250k and were never even suspended then won their qualified immunity suit in the courts.
