  • In Policing the police, we examine the aftermath of a shooting in a small Ontario town after one police officer shot another.     Being suspended with pay is RIDICULOUS- if I beat people up at my job, trust me, I wouldn't be sent home on an extended paid vacation...insanity.

      @@zenithofcourse5369 well its not the average citizen for sure, we elected people to make logical and realistic decisions for us and we do that to stop the crazies from tearing it all down. However I do not think the average citizen wants some one with a badge and gun abusing other citizens and the authority we entrust them with and that is the problem. The police, police themselves with IA, which should be separate from local agencies, personally I think the reporting standards when a officer uses force or deadly force, is pitiful and non-existent in most departments, if the public isn't allowed to see these issues, than the public (citizens) are being manipulated by police agencies, the courts and politicians.

    When I was in school years ago I was very small for my age. That made me a target and I got bullied throughout my years in school. There were three guys who were particularly mean to me in high school. They were bullies who terrorized me and a few others for four years. Two became Los Angeles County Sheriffs, and the other became a California Highway Patrol officer. These are the kind of people that seek out jobs in law enforcement. Years later I had a neighbor who was a LA county Sheriff. He used to tell me "We put the FORCE in law enforcement". It was something he was proud of.

    One of the elements that wasn't covered in this story is those violent, raging control freaks are often the most cruel to their own family. I've met good police who go home and are good family members however I've experienced the dark side of the badge. The spouses and children are often their most abused victims. And who can they run to for help? Where can they go to hide?

      In the US I think a study was done and 40% of cops admitted abusing their spouse . The other 60% lied.

      Your absolutely right. When I retired from the army almost all the people I then hung out with were law enforcement. One of them was an alcoholic and very violent with his wife and 2 kids. He used to brag about all the complaints and lawsuits against him that he had beaten.

      It’s also the police unions that have too much power that protect bad cops. If the rules/laws were changed I bet police chiefs would fire a lot more officers than they’re able to right now.

      Unless you have significant training in how to diagnose psychopathy, consider avoiding the use of such terms. It diminishes our understanding from a clinical perspective.
      Also consider the fact that omitting clinical terms doesn't leave the well dry. There are still dozens of great words to use to describe this person.

    Was the police dept that desperate for an officer that they hired him even with his back ground and offences? Like what the heck. Dude doesn’t need to be in a position of authority as he doesn’t have respect for it. Something is seriously wrong with him and giving him a gun and a badge was the worst thing they could have done.

      An officer who arrested me wrote false statements in the police report and stole two pieces of my jewelry. I filled a complaint with internal affairs. The next time I was arrested the arresting officer no longer removed your jewelry and all jewelry is removed now on intake.

      I agree absolutely! What a crock of s__t! It comes right down to the System of government which have too much power! Parker? Is The Prime Example of The Absolute Power Corrupts Absolutely!! It’s the same condition in every nation! Police does not believe that they are the Public Servant! Give them a badge with the police brothers backing them up. The afforded power backed up by the system of ideals that the Badged People are always in the right gives them the Swollen Heads to go out and do whatever they want to the very citizens they are supposed to Serve!
      It is so disgusting to hear, read, and witness their abuses of the citizens and get away with it! Of course their Brothers in the Fraternity of the Police backing them up, they will even commit murders! It is sad, that Parker’s own brother is speaking against Parker, that is how seriously the charges are!
      Parker needs to be FIRED AND CHARGED for all of the injustices he’d committed! No pension no anything! He had really damaged police image, not just in Canada 🇨🇦 but in all countries who have these bad cops. Time to reorganize the police system and firmly hold up the rules of the Servants, the public servants of all types!

    I love it when they say, "We have conducted a thorough investigation into ourselves and we have found ourselves not guilty." Or they say, "We have hired an outside, highly respected firm to conduct an internal audit of our systems." Then you look at it a bit deeper and find the outside firm is a group of retired police officers.

Internal Affairs is usually retired police, or cops that had to quit due to medical leave or cops that are too old etc. So when ppl go to Internal Affairs they think they're talking to ppl that will get to the bottom of the issue but really IA is trying to bury the case, or they try to find out info to help the cops out, like try to see what evidence you have against the cop, see where you live or work and list goes on

    A central database is an excellent idea but Not only for cops but also for physicians which are notorious for moving from one state to another after failed or fatal medical backgrounds.

    I was a correctional officer and ert member at a Winnipeg jail for 13 yrs. I have to say this is a law enforcement issue system wide. When I made a complaint about inappropriate use of force, which was witnessed by upper management and several officers, I was told to take the high road and the issue was never investigated. After this, I was alienated by the majority of my coworkers and my workplace became unbearable. This was one of hundreds of incidents I witnessed where inappropriate use of force was employed. At what point do the ones in uniform become the criminals? There’s such a code in corrections to justify these kind of acts. The investigating powers never once found officers liable for their actions. I saw things that disgusted me, so much so that I left my job. I felt like I was white knuckling my way through every shift. I don’t know to what end this will ever resolve itself, but the system is screaming for an overhaul.

      100% agree. Anyone who sees a police interaction should immediately start livestreaming it. Perhaps the cop can grab the phone, but if there are multiple livestreams he can't stop it. The public needs to start shining a light on all the dirty cops. Expose them all over the internet, make every video of every bad cop go viral and protest in the street until the police chief fires that bad cop.

    What a great production. Really digs in and attempts to get answers to serious questions. I'm in the U.S. and so much of this case hits home. A couple of quotes stand out: "...In the U.S. they don't have very good accountability systems..." Boy, is that ever an understatement. But, why not? What can we do in the U.S. to fix this problem? In another comment, "We do not govern the police, the police govern us." This is the definition of a broken system, and we as citizens pay the price. Shameful and frightening.

    I experienced police assaults twice in the 70s. Once as a teenager and once as a young man at about 19 years old. Some police have always misbehaved. The problem has always been accountability. Nothing has changed in Fifty years. I don't expect change will happen in the next Fifty years.

    Phil Parker is an amazing man. Honest. Truthful. Insightful. He knew the score with his brother. The fact that he has spoken the truth makes me worry that his brother Nathan may take revenge on him. We need more men like Phil Parker in Canada - not afraid to speak the truth.

      It was an intentional miss ..someone trained in arms doesnt miss 10 times .....in a case like this .....how many people do you know or have heard of that survives 10 bullets shot at them .....none or extremely rare cases ....so it was an intentional miss on the part of the policeman shooting at his target

    As a former Peace Officer I've seen my fair share of cops who use excessive force, drink and drive and lies in Cort. The problem is that if you say something you are made an example and place a bullseye on your back by experiencing harrassment treats bullying intimidation tactics lack of opportunities and at the end quitting your job due to all of the above. That's why now I keep my cell phone ready and will record every encounter I see a member of the public vs cops.

    Nathan Parker is still a police officer in 2022. He just punched in a drivers side window in another road rage incident in 2022. His charges for the 2018 shooting were stayed. I do not understand why that police department keeps this horrible cop!!

      In this case it was probably legitimate. One cop attacking another, weapons drawn, and with the history Parker had I would have shot him as well.

    I investigated my self one time and found the charges where erroneous, irrelevant , inconclusive, and fabricated, there was no wrong doing on my part for stealing that car.

      The mistake in your statement is that you investigated yourself. Cops never investigate themselves, its another cop who does it.
      "I was investigated one time by another human being, but since we both fall into the same group, I was let off" Thats more like it.

    It would be interesting to know that if the internal investigation only started when a charge was filed against the cop. Internal investigations should have been done on the cop from the first aggressive incident.

    I am a Canadian raised by a staff sergeant and I got severe beating whenever I messed up which was quite a bit I go to court it will get thrown out because he has a nice pull

    My wife and I overheard juveniles at the next table speaking about joining the police student training program. I listened to how they were going to have police protections doing "anything we want". I am sure they were not the first and not the last. Street cop violence has no end but it does seem to have beginnings.

      I was so surprised when I heard that women's comment in the beginning of the program. I always thought people leave the big cities and move to smaller areas so they could know who the neighbors/townsfolk are in order to have a closer knit community. A place where everyone knows and looks out for each other. She made it sound as if everyone was trying to hide from their criminal backgrounds and didn't want to be seen or heard by anyone. 🤫

    I sold Mr.Plato (man that was grabbed by ears/head) a phone a few years ago. He was an extremely nice person. At the end of the probably spending close to an hour with him, the subject of police came up. The way he told the story you could tell (7 years after it had happened) how it affected him.

      All law enforcement should be required to carry liability insurance like doctors and Healthcare professionals. When civil lawsuits settlements are paid out it's not the taxpayers responsibility but insurance companies. Police officers with histories of disciplinary action and civil suits will result in high insurance premiums and eventually will be priced out of policing.

    I liked the interview with the brother who was on point and concise in evaluating his brother and how the system is failing. When he said the police chief should stand up and take charge, what he's missing is the politics in play within the dept's. Usually to get to the position of chief they become the best politician with police skills..
    In my opinion judging by the photo of Nathan Parker buffed out from training, there could have a been an underlying substance abuse issue i.e. steroids.
    The fault of the shooting lands squarely on the leadership within the dept however. Charges should have been layed on those that did nothing to remove Nathan Parker sooner and negligently allowed this to happen.

    The disciplinary action (or lack of) the Niagara Police Force took against Parker reveals the level of corruption of senior management, as well as their utter failure to protect citizens and fellow officers. It's all a facade when they claim they are doing an internal investigation.

    I was sexually assaulted by LPS (London) during an arrest back in 2011. OIPRD and SIU were involved. even after the arrest was deemed invalid and all charges against me were dropped, SIU decided that everything was a-ok. the cops involved even got promoted soon after.

    i was handcuffed with hands behind my back, on my stomach, outside my appartment in May of 2019, 1 of the 4 RCMP officers commenced kneeing me in my ribs after yelling " stop resisting" at the top of his lungs. Broke 7 of my ribs, punchered my lung, no one would touch it as far as taking it to court for excessive force. I gave up, no clue were to turn after multiple attempts at trying to get representation. Brutal..

    My sister suffers from mental illness. A cop once showed up at my mother's apartment after my sister had a mental episode. My mother wanted her to be taken to CAMH because my mother was not able to take her herself. Police showed up and one officer in particular was rude and aggressive towards her. Upon arriving to the hospital the officer began getting physical towards my sister. He thrashed her around. My mother asked him to stop and get help from somone else in order to restrain her. The officer threatened to charge my sister and said he would arrest my mother for interfering. Nurses were near by but turned a blind eye after he took them aside and sweet talked them in private. It was truly unprofessional.

      I recall a number of mental health checks resulting in death from this past summer. They were as prominent in the news due to the BLM protests.
      They clearly aren't trained to deal with someone in a mental health crisis. Even worse if someone like this officer having a discipline problem shows up to their door.

    Many people in the Niagara region will recognize the man in the police video being interviewed, Mr. Plato. He is a stand up man, hard working, gentle nature, family man.       Give your head a shake, the Rodney King beating was horrific.
      He shouldn't have bounced the taser off the kids forehead but the kid should have complied instead of chirping a cop.

      @@CDN1975 that kid doesn't have a taser, a gun, bulletproof vest, pepper spray, handcuffs, or back up. That cop had every single tool he could have to handle the situation responsibly, but he decided to use his position of power to assault someone who was of NO THREAT to him.

      Yeah, the name drop at the end was definitely something I applaud. While you can't get all the information of an open case, the people who won't speak to you is very telling.
      The SIU seems to be merely cosmetic, and the people overseeing the hearings are complicit in any further crimes committed by an officer, if they didn't take the badge and gun from when they had plenty of opportunity. The fact they're still attempting to say that it wasn't his fault when a brother officer put a full ten pieces of lead through him, shows just how terrified that officer was of Nathan Parker, but also reveals an almost childish attempt to play devils advocate. It was common knowledge that once his anger was up, someone was getting a beating. I'm just glad it was a straight up cop with a clean record. Had it been someone else they'd probably be in the can instead of Nathan.

    Thanks for listing those who declined an interview, its certainly interesting reading. And as a respectful, law abiding Canadian I am happy to see that when a menace pushes hard enough we will politely put ten rounds in them and have them charged for the crime.

      Oh they've been caught, but the union protects them . That and qualified immunity! They hide under that veil like vampires from the sun. Abolishing that immunity and the union are the only way that anything will EVER change. Until then... all we can do is to stand back and watch. That, and to learn how to protect ourselves, by recording every police interaction and learning and knowing our rights!

    3% of cases with charges? So SIU thinks 97% lie or somehow the standard for what is illegal force is so high that it is rarely reached.

    I love how actual charges (assault?) on top of "disciplinary action" against these officers never even seems to be a consideration? Yet, citizens are charged in the blink of an eye, sometimes with real life damaging implications for "questionable" offenses. Really makes my blood boil.

    That's terrible what happened to that man! I'm glad Mr. Penner pursued justice and spoke out about this. Thats why things like this continie to happen cause people are afraid to speak up or think its a useless feat to fight it.
    His own brother is afraid of him. 😬

    *The brother at the end of this ("...this time he picked a victim who knew how to defend himself.") is the best defense witness they could have prayed for! If he says that in front of a jury, the outcome of the trial is a done deal.*
