- CBS News Miami's Austin Carter joined FHP troopers to see the firsthand dangers emergency crews and drivers face when they don't move over.
Miami drivers truly are the worst in Florida. I'm surprised that anyone expects them to follow the driving laws. I'm surprised any of them even have licenses or insurance for that matter.
It's Florida, what do you expect?
Many don't have licenses, they get so many violations they couldn't possibly be legit again.
so true @grayrabbit2211!
I thought this was common courtesy. But I’ve never been to Miami lol
@@redacted6650 it's not that bad in other parts of Florida
They need to address the left lane moving road blocks.
It was addressed already.... a couple of weeks ago...
All these new projects are leaving no shoulder for vehicles to break down. That's also a major problem.
No protection for cyclists either off of the highways
Same on Tampa highways they leave half a space for a vehicle to stop in many places.
@@benjaminhigham3624and you have cyclist groups that take the whole road when they can only take one lane.
@@domingofung haven’t experienced that myself and people who do that are horrible. That is not representative of the many people who use a bicycle to get to work or school or to run errands.
This new law is stupid, most of the time there is no room to move over to and too fast to do it on time before passing the patrol car, at 55 to 75 mlph things pass you by very fast, by the time you try to maneuver to the side, the patrol car is already behind you. This has the potential to create accidents among drivers try to move to the side all at the same time with very little room to do so.
There are too many people moving down here and destroying this one beautiful state.
I agree. Most of them don't know how to drive and they have sucky attitudes.
Howdy, guess we are soon to be neighbors, mooving to get out of Texas

Just as important is to enforce the left lane campers who use the passing lane as a travel lane.
Is this always the case in FL? I moved to the West coast, and this is the norm. Left lane is considered travel lane and right lane is the passing lane. Maybe they are from the West coast, cough California.
My exit is in the left lane, so I like to get there a mile or 2 ahead of time, but other than that I don't use the left lane
That female Lieutenant could learn a thing or two about passenger side approaches. Way safer.
Not always safer. Driver has more contro/l visual awareness of passenger side approach.if they have a weapon.
@@jmorton7089 I’ve stopped over 7,000 vehicles in my career and never do driver side approaches anymore, especially on the side of the highway. Every reputable police training company advises passenger side approaches. Less likely to be hit by a passing motorist and you can see a lot more into the car and the drivers actions/hands.
She looks hot though lol
Police Can Use Logic.
So true.
Traveling at 70 miles per hour (100 feet per second) which is the speed limit on the turnpike. You round a bend and suddenly a stopped car is 300 feet ahead. You have only THREE SECONDS to go from 70 to 50 or move into the next lane of traffic doing 70. You will be rear-ended or crash in the adjacent lane. This law needs to be revisited.
BINGO, this law looks good a paper but in the real world it is a total failure.
Ain't going to happen, so get yourself a dash cam (front and rear) so you can prove there was no way you could safely move over or slow down should you get popped for it.
Perhaps read my comment: This new law is stupid, most of the time there is no room to move over to and too fast to do it on time before passing the patrol car, at 55 to 75 mlph things pass you by very fast, by the time you try to maneuver to the side, the patrol car is already behind you. This is awesome, hopefully they start enforcing the passing lane problem we have here in South Florida with all these oblivious drivers.
I let off the gas 5 under the limit and moved over and was still issued a "move over" citation from a sherriff deputy! I told him I moved over and he said I'm not arguing with you on the side of the road and the law was drop 20 below posted limit!? Took it to court, judge threw it out!😂
He is right, it is 20 under not, at 70 5 doesn't matter
File a complete, you do not slow down when you move over read the law.
@@markwilliams4525 only need to slow down if you dont move over
Long live the JUDGE. 🎉
The law is 20 below the speed limit. That should teach you for next time bud.
The other problem is when you DO slow down for a vehicle on the side of the road, the idiot behind you on their cell phone doesn't see you until the last second, then either plows into you or swerves and hits the vehicle(s) on the side of the road.
Which is illegal too. You cannot be on your cell phone or otherwise distracted from driving. At that point it's on them, not you
Thus the “idiot” label.
I have moved over for any vehicle on the shoulder for awhile now prior to the law. There has been times when traffic around me would make that unsafe to do so including slowing down 20 under the speed limit. I'll take the ticket rather than risk my life or those around me if it is unsafe for me to do so.
I always slow down, but like you said, sometimes it is unsafe to move over because other cars are in the other lane are speeding and or they won't even let you over.
THIS IS MY PROBLEM with the law. The cops don't care if its unsafe to merge. They want you to move over or its a ticket.
The law states you can slow down 20 under the speed limit and you will not get a ticket.
if you slowdown somebody is going to rear end you …😮 catch22
@@SDT493: then some BOZO rear-ends your vehicle who is breaking some motor vehicle law !!
Ask the people who have been seriously injured or killed!!!
Every lane should have to reduce their speed .
That and vehicles towing boats, trailers, big trucks on left lanes... that is a huge deal to cause you are holdings faster moving vehicles, carpool lanes, etc.
The move over law is a bad law, it always has been a bad law. I am a retired Trooper and I witnessed on the Florida Turnpike in Miami just south of Tamiami Trail in the southbound lanes a driver who slowed and swerved to the left to obey the move over law and a total of 7 other vehicles had to take evasive action to avoid a crash, there ended up being 7 vehicles that were spinning out of control and how none of them hit anything is a miracle. There was another move over law incident that occurred on Alligator Alley in Collier County (Naples Florida) where a car went to move over and there was already another car in the inside lane next to them, the car swerved back to the right and lost control striking a car that was pulled over by a trooper hitting that car in the left side resulting in the death of a passenger in the back seat of the car that was pulled over.
Just because something looks good on paper does not mean it is good in the real world. Move over laws should all be removed from the books. With all the traffic violations that occur on the roads if this is what the Florida Highway Patrol is choosing to enforce then the Florida Highway Patrol has lost their way.
Can we throw in camping in the fast/left lane while they are at it?
Left lane is a passing lane only. Not for people driving beyond posted speed limits.
@@jmorton7089 Right...But it's not the civilians job to pace with a vehicle to right in an effort to "police" other drivers. If someone wants to play Cop, they need to sign up.
I totally agree. As a former Virginia State Trooper. The posted speed limit is the law in whatever state, city and or county. The speed is design per traffic engineers.
@@jmorton7089 I've heard the FL Troopers have a saying, "Up to nine your fine, but ten you're mine!". Having spent a lot of time driving through VA in the 90s', I'm thinking you all were more like one over, get pulled over. 😏
That has been taken care of.... check the news a couple of weeks ago...
Im more concerned about the left lane campers. Im not really concerned about cops who decide to pull people over at the dumbest places.
So you admit to be not a law abiding citizen and not concerned about others lives! Hope you get a ticket and increase in insurance rate.
Left lane campers are just an annoyance, not much of a danger tbh. The real concern are tailgaters and people swimming through traffic.
It's not really dumb and sometimes people pull over into the wrong place and weren't directed by the officer to do such but the officer roles with it anyway.

They need to start cracking down on all the expired registration tags I constantly see cars with expired tags from 345 even 6 years ago driving around more often than not it seems to be the people whose lives are supposed to matter 100 percent these people don't have insurance more than likely don't have a license and will be the first to run when they hit somebody
A lot of times those aren’t expired, people just don’t put the sticker on.
MYOB crybaby
Alot of states dont have physical registration stickers any longer. I'm in Pennsylvania and they did away with the stickers.
"Those people" as if all races don't do this. lmao. Get real guy.
I live here in Florida and I always move over for emergency vehicles.... it amazes me for the lack of regard of some drivers....
I watched a guy stop in the middle lane because a fire truck was coming through. He sat there like the fire truck was trying to pull him over. Pure stupidity in Florida nowadays.
Thats great if the roads aren't clogged with traffic like they are here in Tampa Bay, no one will let you move over.....
As a truck driver myself cars are in such a hurry they don’t want to let trucks over. I for one can see further ahead than a car and make an attempt to move over but cars either speed up or they don’t leave room between them and the car in front of them.
We need this nationwide.
Thought it was, states out here cowboyin' it and they respect law enforcement, ha joke!!
The cop is also suppose to make sure when u pull someone over, u pull them over in a safe area
Hey wait a minute...
I'm the mother of a police officer so I totally understand the need for more room on the side of the road....BUT...
I've had several occasions where it is doubtful that I should move over because of an oncoming car i n the other lane.
What good is it to avoid one accident to cause another???
Cops do not know the condition of the other lane if a car doesn't get over.
I've actually been pulled over by a cop and questioned about this and I have defended myself successfully.
Cops are just going to have to learn that there are other people on the road besides them. Pulling into another 😢car to avoid a cop, is STILL A LIFE THREATENING ACCIDENT.
That is why the law explicitly says. "Move over OR slow down 20 miles below the posted speed limit if you cannot move over".
Easier to defend yourself when you Slow down and Keep blinker on.
Slow down and move over. Easy
My point IS ..
It is IDEAL to slow down or move over but THEY'RE ARE SITUATIONS where it is impossible to see an officer with a pullover.
Just a point. Don't wet your pants, geeze. 🤣
Did you not understand the term "slow down 20mph below the posted speed limit"? How hard is that for you to understand?
Standing in the middle of the highway is definitely not safe. Also, using a cellphone while driving is illegal in Florida. The move over law is not a new law. It's been around for years.
Right, the new law has just increased the number of situations you need to move over from tow trucks and emergency vehicles to any vehicle with warning lights activated. Some other minor changes to the law to make things clearer on situations you must slow down or move over, cause the old law had some vague points to it
Good law . I drove tow trucks for 30 years and we have a highway here with now break down lane. I got hit by a car mirror once car was going about 40
how big of a paycheck did you get?
@@ardoin_337 Nothing car never stopped. I got a swollen elbow for a week
I HATE HATE HATE this law. While I support law enforcement and wish them all safe travels, my issue is that this law forces people to merge in high speed traffic, dangerously close to other cars. I can't tell you how many times I am riding along lah dee dah in the middle lane and a Trooper is stopped on the shoulder ahead and everyone and their mother slides left into the middle lane, absolutely ignoring any following distance rule, and creating a dangerous situation where one error could create a massive multi-car pile up. And for what? If I am getting pulled over on the highway, I turn on my hazard lights (4 ways) on and wait until there is a safe spot to pull over, such as halfway on the grass. I want the Trooper safe. How about Troopers just follow a car and not light them up until they know there is a safe place to pull over? Also this ticket blitz targeting people who don't forcefully merge left and slow down is ABSOLUTE BULLSH*T. You want us to support law enforcement but you ambush motorists who are just driving right and staying safe, minding their own business.
As a CDL holder we’ve already been practicing this 🎉
I'm a truck driver of just over 25 years back when I first started driving a semi truck I has told back then to move over if any vehicle is in the right shoulder or left shoulder or if can't move over slow down to a safe speed
I live in Alabama just west of Columbus,GA
good, keep issuing these tickets. too many police officers, tow truck drivers, and emergency response people are having their lives risked by careless drivers
As a tow truck driver I appreciate it 🙏🏾
Yes but sometime moving over can be more dangerous than staying in that lane, what I do sometime is slow down to about 35-40 mph acknowledging I see the Leo and the stop vehicle, and I cannot change lanes👍
Slow down & turn on emergency flashing lights
It's called NOT move over and stop!!!!! YOU WILL BE REAR ENDED!!!!!! SAD VERY SAD
They need to amplify this law. If you've been ticketed for not moving over more than once you should lose your license for a time.
That Law isn't 20 Years Old.
Good job. God bles the officers. Citizens, drive safe.
They need to create an Advert on IG and FB. Reminder for all the newbies moving here and everyone else in general.
Its one every other freeway sign here, you see it as you are driving
I hope someone thought this law through completely and that data is being tracked to see if it is working. Changing lanes quickly and unexpectedly can cause crashes too.
You turn on your signal (intention), move over when able to!
If it's too dangerous to move over you have the option of staying in the lane but must slow to 20mph under the speed limit
They do not track anything, I am retired from FHP and I witnessed an incident in Miami on the Florida Turnpike where a car slowed suddenly and swerved over to obey the move over law and it caused several other cars to take evasive action and ended up with 7 cars spinning out of control, how none of those 7 cars hit anything is a miracle, another case that I know of was on Alligator Alley in Collier County (Naples Florida) where a car went to move over because a trooper had a car stopped on the side of the road but there was a car in the inside lane next to them so the car swerved back to the right and lost control of their car striking the left side of the car that was pulled over resulting in the death of a passenger in the rear seat of the pulled over car.
Neither one of those incidents would have occurred if there had not been a move over law. That is just two that I know about.
@@mustangecoboosthpp3869 arguing against the move over or slow down law because a few people are too stupid to pay attention to their surroundings is idiotic. Who is to say those people wouldn't have hit the cops on the side of the highway?
The move over or slow down law is simple and easy to anyone with half a braincell, but considering how every time I go anywhere I'm nearly spun out, T-Boned, sideswiped or run off the road, maybe you should have spent more of your time taking the licenses of idiot drivers instead of writing tickets for 5 over
@@Bryce_Fl I just hope the person behind me is paying attention to me slowing down
I completely agree with the old law, but if you're going to enforce the new law you need to start enforcing "emergency stopping only" on the interstates. I see people stop to change drivers, take a leak, change diapers, and all kinds of BS not meant to be done on the side of an interstate. So many damn vehicles on the shoulder you might as well not have a far right lane🤷♂️🤷♂️
just did the drive from nyc to st pete. people pulled on the side of the road, no hazard lights, in the middle of the night.
Ive always done this since Ive been driving, people are idiots and common sense is long gone.
As a tow truck driver in Florida, FHP needs to do a better job. I've had fhp sit in the median near where I was loading and people don't move over and they just sit there.
I agree with this 100% but vehicles that are broken down and abandoned; no brake lights on or signals are not considered "stopped" correct? I dont have to change lanes unless there's someone actually with or in the car?
Correct. The language of the law states the vehicle must have warning or emergency lights activated. So that is hazards, amber lights, white lights, green lights and reds and blues. Generally, if it's flashing, move over. Otherwise you don't have to
Minnesota resident here, i was taught this when i was in Driver's Education, and I'm 36. Interesting that Florida residents had not been taught this especially if they respect LEOs so much
I'm blown away at how clueless or the sense of entitlement they drive even faster as others do move over.
that truck passed the vibe check
This has been a Law in Ontario Canada since the early 2000's traffic violations are taken seriously over here, from a License suspension plus fines and points to jail time.
My family has been doing that for 100 years I thought it was always a law most certainly common sense people should really think of their vehicle as a loaded gun it has the very same potential to take life
you either move over or slow down for police, work crews or someone stuck on side of the road and tow trucks pretty much any one on the side of the road
The Nissan driver should’ve been charged with alluding or attempting to evade
If people in FL don't know this by now. They shouldn't be driving
Use your hazard lights when you pull over
So they had a whole segment on this law that people still won't give a crap about.
But it kinda hard to put put that move over law because they realize cars speed in the fast lane whether cops present or not
It's the passing lane dude. Not the fast lane. Theres a reason it's called move over
@@EvilNeuro You know you don't have a right to speed in the left lane right? If the speed limit is 70 MPH and you are doing 80 MPH in the left lane the judge is not going to buy you were just passing other traffic.

That motors absolutely should not have been stopped in the Gore point that is the worst place to stop on the freeway
The most stupid thing I have ever seen is a sobriety field test conducted on a highway, especially at night. How could a cop force a citizen to perform a circus act along a dangerous road with vehicles passing by at 75 miles per hour so close? Where is the driver's and officer's safety?
Would suck to be issued a move over citation while 87 cars fly by you, none moving over themselves. What is wrong with you people?
look at the memorial signs of people who perished on the shoulders there's so many
642 move over tickets, how many left lane hog tickets . The left lane rule is worse, causing more road rage and more accidents.
The law should be that you pull off on the soonest exit! So stupid...
10% of drivers claim they don't know the law the other 90% say they don't care.
People will have the room to move over and choose not too
Everybody just slow down.
How about make a law to slow down when a cop pulls someone over. Also sometimes the other cars won't let you pull over.
Here from NYC when I came down it was mind blowing when I saw people did not move over for anyone on the side of the road very selfish driving behavior
People will now wreck each other to move over in front of faster traffic. Good luck

Shocker that Florida has to make laws based on common sense. 🙄
Not just Florida though. I believe all states have the law now because of how many people don't move over.
No one accused cops of having common sense. Decide to pull people over at the most unsafe spots.
as far as highway patrol is concerned, hey Siri speeding ticket is not adjustable reason to put everyone’s life at risk on the road, including the perpetrator and the police officer.
A law should be put on the books that instructs you to pull off of the freeway and into a safe area before stopping your vehicle, NOT on a highway where people are driving upwards of 90 mph while you’re sitting on the side of the road.
All it takes is someone t look away for a moment for you and others to lose their life.
I think it is arrogant for police officers to have the expectation that everybody should move into another lane instead of instructing the respondent to pull off the freeway at the next exit .
Someone is starting to think
If they teaching people when they getting their license? NO !
Nobody educated drivers
Then they shouldn't make a law where they have to pull over in a safe place, not in the highway. Therefore take the first exit and make it safer because the street is public
that seems like a pretty easy dismissal in court. “Your honor, by the time I saw the incident on the side of the road, I was unable to merge to the next lane because of conflicting traffic, and I did reduce my speed”(unless a officer clocked you).
Its common sense to move over. When i moved to Florida, i was shocked that people ignored emergency vehicles.
omg she is really young to be a Lieutenant. Good for her. GIRL POWER !!!!!
Not good at all, and nothing to do with her being a girl, FHP allows promotions into supervisor positions way to fast, these people promote so fast they never learned how to be a trooper and now they are giving orders to troopers. It has been a disaster for years in FHP. You get some young kid who promotes quickly never learning the job and they are trying to tell seasoned troopers how to do their job and 99% of the time the young promoted trooper has no clue what they are doing. FHP has gone down hill over the years because of the liberal fast promotion system they have. You should have to be a trooper for a minimum of 10 years before you promote to sergeant, you should be a sergeant for 5 years before you promote to lieutenant and you should be a lieutenant for 5 years before you can promote to captain, promotions above captain could then be a shorter time, that would make sure you had seasoned people in supervisor positions who know how to do the job and not a bunch of young kids still in diapers trying to tell seasoned troopers how to do the job.
Give everyone young in Florida that ticket and right across America cause that is in the road manual too.. anyone that can’t move over they need to slow down to a complete stop and pass safe
I do that already. I move over for any car I see on the shoulder with their blinkers on. I'm trying to protect everyone because everybody's safety matters. Just remember when they pull you over they are putting your and their life on the line.
When the traffic is heavy and ppl start moving over for a broke down vehicle/officer, it sometimes ends up turning the hiway into a parkinglot. I'm sure you've been there: Driving just fine, but all of a sudden traffic hits the skids and in 3 car lengths, yer sitting dead still. You creep along for like a 1/4 mile, then, out of no where, traffic just starts going again! Look around, nothing, maybe a guy changing a tire if you're lucky.
How about this and get the hell out of the fast lane if you’re not passing. Drives me crazy down here.
20 years ago my old boss was driving a semi and a woman who was suicidal parked on the side of the highway, stepped in front of his truck. Horrific
Doesn't help that everyone is on their phones. Why don't you give tickets for that. Florida would be the richest state if they gave tickets to people on their phones. That's one of the main reasons why there are so many accidents.
Maybe stop writing tickets on the side of the road. Troopers are the only idiots that think it’s a great idea to do that.
We need the law enforcement pulling over drivers who are texting and distracted with their phones. This is a really serious risk to all other drivers, moving or stopped on shoulders.
DITTO
Does that go for broke down vehicles that’s vacant on the shoulder of the highway?
Yes, if they have hazards or other warning lights activated or there's something like flares set. Otherwise you can treat it as if it's not there, but I'd still be careful since sometimes people's batteries die or something and they can't activate their hazards. If you hit someone you could still be found at fault depending on the circumstances
There are way too many people moving to Florida from up north. Florida needs to pass a law that you have to retake your driving test to prove you understand the laws and rules.
Unfortunately, humans still don't care about this mover law. When a road ranger is working, either disable vehicles or accident no-one move over and don't forget those individuals on the cells phone driving and texting, every department should enforce this law
You mean road pirates.
That’s what happens as well when you start taking people that are innocent out of their cars just to talk to them. They can be better protected inside their car.

Its a useless law. People that hit cops aren’t looking in the first place to move over. The ones that move over won’t hit you because they see you. Moving over causes more accidents because not you have you manuver into a lane that another driver is blocking. And finally it’s only a way for cops to put thier hands in your wallet as they just demonstrated. Pulling over cars that did absolutely no harm
