You can call up your own Blazer or Hot Rod Blazer or whatever variant to goad the game into spawning them. 3. Yes - this can be bought from other players in the L.S. Car Meet.
Got mine on the 2nd ride thru. I think daylight matters cuz i drove the first run at night wasn't there, waited till daylight and rode thru and it was there
