Thanks to Muru for the rotation.
To adjust for Orders from Above:
For Kalla, ideally always use it or swap the last Icerazor with F3.
For Mallyx, deactivate Embrace the Darkness after the tick from the second Shortbow 2 cast, reactivate it immediately after the next.
The opener is a bit more fancy and I use the heal in Mallyx for an extra empowered pulse, but this is rather minor.
You can replace any one armor piece or trinket with Viper if you want to.

Why does every renegade rotation change legend, then use a skill then change weapons? It is to proc weapons sigils or a talent?

Partly to ensure you swap legends before swapping weapons to trigger weapon swap sigils twice, but additionally to optimize usage of the skills (skill 2 in both sets have quite low cooldowns)

isn't it a little bit too much to have ritualist in all slots just to keep up alacrity? you could do with just accessories and viper in rest

That would not be sufficient, unfortunately. Additionally, a slight buffer to the alacrity also helps you prioritise skills better for higher DPS in practice.
