The officers on the ground were attempting to locate the suspect before the first shot. One witness acknowledged that the police snipers didn’t have a vantage point to see the suspect at the time of the reports. Obviously, someone got a bead shortly thereafter.

This video clearly shows the big extension ladder he was able to use to scale onto the roof from a suspiciously obvious position. The guy didn't even have some sophisticated plan to get to such an advantageous shooting position, he just rolled up and threw a ladder against one of the closest buildings. I mean, come on.
