It's a rain plugin called RFE!

I also had this problem, I added the plugin but it didn't work, in my case I solved it by adding a mod that had RFE support and it automatically worked

@@racingcrashtv6992 it can be a bit complicated, but alot of tracks dont have RFE support. so, it won't look like it's raining, but the track is very much wet. it has a few other issues that can happen from time to time, but if it ever breaks completely, you're usually okay if you just replace your rfactor executable with new rfactor.exe
