Marshals, sheriffs and constables were all terms that were brought over in the colonial era from England and adapted to roles in the New World. Sheriffs were and still are, with a few exceptions, elected County officials who served the county Court, collected taxes, served civil and criminal warrants and provided law enforcement within a county's borders. There was really no such thing as a "town sheriff" though a county sheriff would have jurisdiction in any town within their county. A town or city that was granted a municipal charter by the state government could hire their own law enforcement officers. In the early days the term "marshal" or "town marshal" or "city marshal" was used for the head officer who could be authorized by the municipal government to hire "Deputy marshals" to help enforce city ordinances and enforce state law within the city limits of the town. As large cities began to develop "police departments" to enforce city ordinances and state law within their jurisdiction and adopted the term "chief of police" for their head law enforcement officer smaller cities and towns began to adopt those terms to replace the title of "marshal."
