The argument for the IC title being decided by the 1st fall was that all 3 men would be at their physical best and would be able to give it their all, whereas for the 2nd fall (and the European title) they were already winded and exhausted from the first fall.
I think the reason why the 1st fall was for the Intercontinental Championship and the 2nd fall was for the European Championship was because they wanted the babyface in Chris Jericho to win the second fall therefore ending the match with the babyface victory.
The 2 fall 3way match was advertised for weeks as the 1st fall being for the Euro title and the 2nd for the IC title, as it should be, but was changed that night to end it with the babyface win of Jericho. They probably didnt need to do it that way but thats why it was changed

Honestly, the 2/3 Falls Euro-Continental Title Match was much more memorable than the 4-Way Main Event with a McMahon in Every Corner. King's Line was Classic: "JR, they screwed an American Hero here tonight!" Y2J was in the better match in the End. And I say this as a Proud Foley Mark.

I have to disagree with Jericho on the 3 way match from WrestleMania 2000 not being a very good match. For me that match and the triangle ladder match for the Tag Team Championships were the saving graces of that WrestleMania.
