I think that Two-Face was off-limits because of the Christopher Nolan trilogy. I would of rather had Two-Face in The Batman cartoon than The Dark Knight. I heard there was a draft of Batman Begins that had Harvey Dent in it. Maybe that's why they excluded him from The Batman.
While it's too bad that some villains were excluded, it did give the chance for Hugo Strange to get a more prominent role than he normally gets in Batman media. He really got to shine in several good episodes.

    Trivia:
*The Scarecrow actually has a replacement in The Batman show: The Spellbinder. There's an episode focused on this forgotten villain called "The Butler Did it" in which he enduces Batman into a series of creepy hallucinations, pretty similar to Scarecrow's fear toxin.
*This show was a big inspiration for the creation of the Arkham games. For example: The Titan enduced Joker was based on an episode of this show where Joker uses Bane's drug Venom to become bigger and stronger to finally defeat Batman. Also, Black Mask's outfit (black skull with white suit) was first used in this show.
*The show brings to light many forgotten Batman villains like Spellbinder, Cluemaster, Killer Moth, The Terrible Trio and The Wrath.
*The show makes Joker and Penguin real threats to Gotham and Batman, both physically and mentally. They both are able to stand against Batman (in other shows, they are quickly defeated with one single punch).
*Aditionally, they made Killer Croc intelligent again like in his first comic book appearance. That is something really good because Croc is often portrayed as an stupid monster easy to manipulate.
*The portray of Basil Karlo in this show (yes, he does appears as Clayface II after Ethan Bennet a.k.a. Clayface I) is absolutely perfect! Go and check it out. Im not gonna spoil it.
And there's my trivia. Thanks for the video, Rogues. The love and peace of Jesus stay with you. See ya.

I think each of these villains could or would be potrayed like this if they were on the show and who knows the show can make them incredibly terrible or incredibly great and maybe just as good as the TAS villains

Maybe Hush could work if the character was similar to how Killing Joke portrayed Red Hood, where the RH is not just one person, but different people wearing the costume in different jobs, so that they cant be identified. so, Thomas Eliot would create the villain Hush to do crimes for him, but he would use different people to commit them, especially people in dire need (like the comedian in Killing Joke needed money so he became Red Hood for the night), so Eliot offers them whatever they need as long as they do 1 crime for him while dressed up as Hush.
This idea of Hush is based on the nursery rhyme "hush little baby", where the babys father would by them stuff in order to make them go to sleep.
Considering how desperate people can get, especially in Gotham, having villain to exploit them for his won personal gain would be interesting, especially since thanks to these proxy Hush's, batman would have to face off against normal civilians put in a desperate situation and not hardened criminals.
It sort of shows of another side of Batman, as Eliot uses his money to help people like Bruce does, but Eliot does it to mainly to help his own goals, like making one of the Hush's blow up his enemies with car-bombs or commit sabotage to his competitors businesses.

    • @randallflagg3700

      Scarecrow nicknamed Tommy "Hush" based on that nursery rhyme, but not for the reason you mentioned;

My idea for Hush is: Bruce Wayne & Tommy Elliot are childhood friends like what we have, but instead of wanting his mother or parents dead he’s a child who loves his mother because she protects him from his father’s abuse. A young Bruce optimistically tells a young Tommy that his dad will save his mother, but unfortunately Elliot’s mother dies from her wounds from the car crash. Left with an abusive father Tommy’s anger towards Bruce’s broken promise grows driving him deeper into madness but unable to find a way to truly make Bruce suffer and pay for breaking his promise; that is until one day the answer to his troubles is brought to his operation room, Edward Nygma aka the one and only magnificent Riddler!!! From there on you introduce Tommy as a supporting character of Batman acting like a medic for Bruce helping Leslie Tompkins patch up injuries, build the relationship between a now adult Bruce & Tommy for about a year or two with only subtle hints at a potential grudge Tom holds against Bruce until the Hush storyline where the mystery slowly begins to reveal Tommy’s madness, naming himself Hush after the lullaby his mother used to sing to him to comfort him after one of his father’s drunk outbursts, he begins to manipulate all of Bruce’s foes and plots to break his spirit.
Make him like Bruce’s Eobard Thawne, a villain obsessed with making his life as miserable as possible.

AFAIK, Two-Face wasn't used because originally, the *Batman Begins* character of the DA Carl Finch (played by Larry Holden) was supposed to be Harvey Dent.
But later on, Nolan decided not to waste Harvey on a character with such a small role in case he could make a sequel one day, so...
Ah, I found the quote from Christopher Nolan I was looking for!
“Very early on, … David Goyer and myself talked about Harvey Dent, and how he might play in the Bruce Wayne story, which loosely was saying, ‘Okay, every story has a beginning, a middle, and an end. That lends itself to three movies, three-act structure, but that was about as far as we ever got."
And I think Harvey Dent was part of that because we did talk about introducing him,” Nolan said. “In fact, in David’s earliest draft, Larry Holden’s character *[Carl Finch]* is actually referred to as Harvey Dent."
"And then we changed our minds because we weren’t going to make a second film, as far as we knew,” Nolan said. “We were putting all of our eggs in one basket, so the function Harvey Dent would’ve had in the first film didn’t justify using the name of the character. We said, ‘No, we’re just going to make this one movie. We’re going to make it as good as it can possibly be."

A very underrated Batman show. Loved the style and the VAs. Rino Romano did a great job as Bruce and I really like Kevin Michael Richardson’s take on Joker. It wasn’t perfect, but there were some fantastic episodes like “Strange New World” and others. It also had The Batman vs Dracula which is a personal favorite of mine to watch around Halloween.

*"The Batman vs Dracula"* is indeed a great Batman animated movie that I don't see mentioned a lot when people throw in their favorite animated Bat-flicks, from "Batman: Mask of the Phantasm" to "Batman Beyond: Return of the Joker", passing by "Batman: Under the Red Hood"...
The movie had a much darker tone than the 5 seasons of the show, and could talk about darker topics since it wasn't going to be released in the morning during kid's breakfast or however they do it in the US ^^
But the show overall, I wouldn't say is under or overrated.
It seems to be rated just fine by the Bat-fans; remembered fondly, but it couldn't get out of Batman:TAS' shadow.
*"Batman: The Brave and the Bold"* did a better job at "doing its own thing" and no looking like it wanted to compete with its elder.
Anyway, great Dracula movie, wish Matsuda & Loeb talks about doing a *"The Batman vs Hush"* movie after that one (that could have opened the door to a series of "The Batman VS" films) would have given birth to more than just a beautiful artwork for a DVD that never came out...
Oh well, I'm buying the blue-ray edition of the 5 seasons that is coming out in February 1 of 2022 anyway, seems like there will be plenty o' featurettes with brand new behind the scenes materials & sketches...

I know that it's not what you meant, but there was an actual "official" stand-in for Scarecrow; it was Hugo Strange.
The season 4 episode "Strange New World" was originally written
(obviously with a different title ^^)
as the first Scarecrow episode, but because of the Bat-embargo Crane was replaced by Strange.
Rewatching this episode with that in mind is an interesting experience...

I think your theory that they were afraid of being compared to The Animated Series could be correct.
This was the first animated series starring Batman not following the DCAU, and back in those days BTAS was considered "the best super-hero cartoon to ever exist", so probably they wanted to avoid direct comparisons to that show as much they could.
Specially considering this show took itself less seriously than BTAS, I think they thought the fans would think they were trying to replace the original show if they re-used all the characters.

    • @TheCow-j1l

Also, yes, Hush should have appeared in the show. This is valid to every Super-Hero show, they shouldn't be afraid of using characters that only appeared recently.

Heard that the Beware the Batman (think it was actually on this channel come to think of it) they were going to have Harvey Dent doing crime under the guise of a guy in bandages if the show got another season. Tbh I think that's a great way to introduce Dent as the hero of Gotham battling the crime infesting it and his darker side as wanting to be the guy pointing that proverbial gun, kind of a weird way of both halves trying to show the best way to deal with it until he ultimately gets his face scarred and he goes to the coin to decide for him which way to go

Jokes aside, I think they kind of used some of the Scarecrow tropes with Hugo Strange. Watch episode 6, season 4, "Strange New World". That's totally a Scarecrow move, he pulled in that episode. It was a really good episode too.
I also would have liked to see other B series, like Calenderman or Kyteman, in the series. Also some more obscure ones, those 1 shot really cool villains, like the Mime or the Manikin.

Two-Face: he would have been cool, this isn't the only Batman Show where he didn't appear the other was the Adam West Classic 1966 TV Series, but Harlan Ellison wrote a script treatment for an episode for that show and Two-Face was the villain and it was rumoured that Clint Eastwood was going to portray him, I'm Glad there's concept art of Two-Face even made, I would have made Harvey Dent as both a personal friend of Bruce Wayne and Bruce Wayne's Lawyer (INSTEAD of him being The District Attorney, once a good man who fell into shady and corruption and Evantually, when Bruce and Dent are leaving a courthouse in Gotham, Joker appears and shoots Harvey with an Acid Gun and that's how Harvey would become Two-Face (his scarring would be at the hands of The Joker, instead of Sal Maroni)
Scarecrow: originally Scarecrow was going to appear as the main antagonist of the Season 4 episode ''Strange New World'' with concept art even being made. However, due to him the Bat-Embargo and usage in the Nolan films, the team were forced to replaced him with Hugo Strange. I would have had Scarecrow as an insane Madman of a professor who is obsessed with Fear
Hush: Hush actually WAS meant to appear on the show, the villain Rumour was supposed to be Hush originally but they changed it for some weird invisible guy with weird suit nipples for whatever reason. (I Hope Rumour never appears in anything again)
Mad Hatter: I can imagine an episode where Jervis Tetch turns Arkham Asylum into his own Personal wonderland, he would be a villain who has no regrets over his actions and he would be a cloud cuckoo nutjob who's obsessed with Alice in Wonderland (as usual), i would make him the owner of a Hat/Book Shop in Gotham City who uses the shop as a front for kidnapping people and young blonde women
Ra's al Ghul: it would've been cool to have seen him, but I don't know how he would've been brought in though but Ra's al Ghul's design was reused for Dracula,
other villains i think should've appeared: Deadshot, Humpty Dumpty, Deathstroke, Vandal Savage, Bizarro, Owlman (Earth-3; Cryme Syndicate of Amerika)
Wonder Woman: she was originally going to be introduced in The Batman Strikes Comic Tie In series, if she did appear she would be the same and the villain she'd fight would be Ares; The God of War, I would have Diana be the new curator of a Museum in Gotham who is overseeing artifacts from Ancient Greece being put into this Gotham Museum and a Man who is fascinated with the Artifacts turns out to Ares; The God of War and Ares is Wanting the Artifacts back as it's his Armour and weapons, Diana would also come out of semi-retirement and become Wonder Woman once again
Aquaman: what if Aquaman was the king of Atlantis before he was exiled by his evil Brother Ocean Master in a coup in Atlantis and he's exiled to the surface world and he's working in a surfer shop in Gotham City close to the Harbour, after he defeats Ocean Master with the help of Batman, Aquaman would reclaim the throne of Atlantis and he'd become a member of The Justice League

I think Two-Face almost appeared in the tie-in comics for The Batman, and he even had cover art drawn. Hush meanwhile almost appeared in a sequel to The Batman vs Dracula.
As for the Mad Hatter, I feel like Christopher Nolan didn't want to use him because a villain whose gimmick is Alice in Wonderland references would be too silly for a more grounded Batman. Meanwhile, maybe The Batman didn't use him because, similar to your theory about Two-Face, the DCAU version was just too good and couldn't be replicated.

Two Face was off limits because he was planned to have a minor role in Batman Begins but was swapped out with another no-name lawyer. Then it was because he was in TDK, which released a year before this shows finale. Same for Scarecrow, he wasn't allowed to appear when Batman Begins was in production, and had an entire episode written with him as the villain (*Strange New World* to be exact) but Nolan decided hed have Crane have a minor role in TDK and they swapped him with Hugo Strange. Because, again, this show finished AFTER TDK was released. Not before.
Oh yeah and Mad Hatter was one of the villains planned for TDK and BB. These theories aren't far fetched, they're based entirely in truth.
As for Hush, there was a planned sequel to The Batman vs Dracula, The Batman Hush but production was halted and it never finished.

    10. KGBeast (Although he did appear in The 2014 Animated Movie Batman: Assault on Arkham ((which is set in the Same Universe as The Arkhamverse and it's set 2 years before the events of Arkham Asylum)) as a Member of The Suicide Squad; where he got his head blown off by Amanda Waller because he believed the bombs in their necks wouldn't go off had they abandoned the Squad, his death served as a example that nobody messes with Amanda Waller; it was a shame he never joined Deadshot, Harley Quinn, Captain Boomerang, Black Spider, Killer Frost (Louise Lincoln) & King Shark (Nanaue) on their Mission)
    9. Great White Shark (Warren White)
    8. Ratcatcher
    7. Cluemaster (we need something fresh and give Riddler a Break as the villain who has the challenges and puzzles and give it to Cluemaster)
    6. Humpty Dumpty
    5. Killer Moth
    4. Maxie Zeus (his Arkham Asylum cell appeared in Batman: Arkham Asylum and his Nightclub ''Gotham City Olympus'' appeared in The Flooded Amusement Mile District in Batman: Arkham City, which is considered to be one of the best Easter Eggs in Arkham City)
    3. Ventriloquist (Arnold Wesker) & Scarface (The Real & True Puppet)
    2. Prometheus (he was supposed to make his debut in The Season of Infamy DLC for Batman: Arkham Knight, but both he and Black Mask were cut and in the end we only got the Side Missions for Killer Croc, Mad Hatter, Mr. Freeze & Ra's al Ghul/League of Assassins)
