The tethered version who took her place could replicate anything, but she couldnt actually CREATE, and while the original became a puppet as she lived underground, forced to imitate the one living with her parents, she eventually found out that she actually HAD talent for ballet when the one living above was forced to dance as part of her therapy to "regain" her voice. And since art is expression of one's self, she was capable of CREATING and breaking herself partially out of her bond by changing the steps and creating her own ballet number, distinct from the other girl. That's what showed the tethered she was special and made them follow her.
This is a very random fact but those blonde twins are played the actors who played Emma (Ross and Rachel's baby) on Friends. You can fact check me on that one but this is a fact I remember.

By the way, Hands Across America was absolutely a real thing. It happened on my 5th birthday (5/25/1989), and I remember being too small to reach to hold hands, so my mom and our family friend did the whole swinging thing to humor me and keep me involved 😂
