Depends, its user is holding it next to a wall so the backblast would tear his body in half and also if the safety cap on the rocket is not removed, it will not explode immediately. Will still go off after a while though, but it seems to be a basic PG-7V HEAT round. Yes, it's high explosive but the fragmentation effect is oriented and the explosion is not that big. It's more of a general purpose round for vehicles and people behind walls, basic penetration capability overall. Now if he had an OG-7V that would be quite a problem in the open.
