Now, I understand why the Philippine immigration officer asked me if I used to hold a Philippine passport. It's for my eligibility for a 1-year visa-free stay instead of just 30 days. However, to further simplify visa-free eligibility for former Filipinos, most foreign passports show the country of birth. This should be enough for officers to determine if the person is eligible for 1-year visa-free stay instead of having to show an old/expired Philippine passport or birth certificate. Who travels with multiple passports in hand? We are not Jason Bourne, James Bond, or Ethan Hunt.

PH is a jus saguinis country (vs US which is a jus soli country). Being born in PH does not mean being a PH citizen hence a foreign passport showing PH as a country of birth is not a considered a proof of being a PH citizen (or a former PH citizen).

I beg to disagree. If your foreign passport indicates Philippines as your place of birth then that goes to show you were a Filipino by birth. And since you change your citizenship, you are no longer a citizen of your birth country. You are now a former citizen of your birth country. Hence, in this case a former Filipino.

Apparently a lot of hoops one need to maneuver for former Filipinos and dual citizens which leads to confusion when entering and departing the Philippines. With two passports, what are the advantages and disadvantages entering the Philippines with a Filipino passport or a US passport? And what are the requirements for departing, when entering with one or the other? Seems odd carrying a Filipino passport but entering with a US passport and then limited to Balikbayan visa, is the dual citizen recategorized as a tourist after the one year stay after entering with the foreign passport? Thanks for keeping us updated and would appreciate some clarification!

That's why I don't even bother to apply for dual bec it's more complicated specially dealing with the Immigration in the Philippines plus they keep changing the rules and no consistency. I thought 1yr visa free is good enough given to Filipino balikbayan and u can always exit the country and back again inorder to get another yr of visa if u wish to stay more than a yr or so.

why would you enter with your US passport for a limited privilege when you can enter with your Filipino passport without restrictions? the logic of dual citizenship is that if you are in the Philippines, you are a Filipino. If you are in the States, you are American. Otherwise, what's the point of having dual citizenship if you want to be identified as American in both countries?

She needed to feature those questions in some other scenario. I had dual too and seems very straight forward if you will stay there for more than a month or a year then its imperative to use your local phil passport if not then use the US. US passport will give you ease of entry back to states and I trusted better if you get in some issues or trouble in another country of transit if you were a US passport holder and thats how I take it..those balikbayan incentives does not benefit me either as most pasalubong probably arrange ahead of time of my travel but may be some chocolates that you can’t send thru balikbayan boxes. As long you have local phil passport or ID you’ll be fine staying. Its more of a planning so I don’t see the reason to be confused going back home😊

Do you lose PH citizenship by naturalization because the Philippines' policy does not allow it? E.g., Filipinos can qualify for Spanish citizenship as a former colony. In this specific case, Spain does not require you to renounce your original Philippines, Mexico, Puerto Rican (USA), etc. citizenship.
Also, I did a first name change when I acquired US citizenship as a child. If I reacquire my Philippines citizenship, can I go back to my birthname as part of the RA 9225 process? I've never used that name and no one has ever referred to me by it, but the possibility intrigues me 🤔.

From the Philippine Consulate Los Angeles web site:
In order to avail of the privilege, qualified Filipino citizens need to present only their Philippine passports showing the date of last exit from the Philippines, which should not be less than 1 year.
Aside from their foreign passports showing date of last exit from the Philippines, former Filipino citizens need to present their old Philippine passport or Philippine birth certificate. In the absence of these documents, they can present foreign naturalization papers to show former Philippine citizenship or certification from adopted country.
Family members of the former Filipino citizen who are travelling with the Balikbayan should present passports and any of the following: a) birth certificate, in case of children; b) marriage certificate, in case of spouse; c) adoption papers, in case of legally adopted children.

They CAN own property even as a US citizen, but as a dual they can own a larger amount.

It seems our govt make it difficult to former Filipinos to travel and stay in the Philippines.

No, stop blaming the government. WE made it difficult for ourselves to travel and stay in the Philippines, voluntarily. No one forced us to relinquish the Philippine citizenship and pledge allegiance to another country. We did it on our own, we did it to ourselves, we made our own bed, we are sleeping on it.
Stop blaming the government for what we did to ourselves. Learn to start accepting responsibilities and consequences of our own action for a change.

@@Me-fm9zkso explain the additional restrictions for a Filipino passport holder that is a dual citizen! Individuals need to choose which passport to enter with and then deal with whatever protocol given when exiting or emergency arises. My understanding is that if you enter with a Filipino passport you forego any privileges/protections granted under the foreign passport. I believe you want the backing or support of your new country if/when things turn ugly! So it’s not a decision to be made lightly.

I think you are correct - when it comes to like war or something worse like that.
If you enter with a U.S. passport, then US will have a duty and obligation to do everything in their power to protect/save you as their citizen. If you enter with PH passport, even if you have a U.S. citizenship, you will not be given the same priority.
There are so many pros and cons into having dual citizenship. And what passport you present when entering PH, will depend really on your purpose of travel.

I really don’t owe anyone an explanation. But what I can tell you is that, you will never have that issue if you stayed as Filipino instead of pledging your allegiance to a different country. As a dual citizen, you may be a Filipino citizen, but you are also a US citizen. Your loyalty is to the US and you didn’t become a dual citizen because you wanted to serve the Philippines. Let’s not be hypocrite. The purpose of you being a dual citizen is self-serving, only because you just want to keep the privilege of a US citizen, protected by its constitution, and also enjoy the privilege of being a Filipino citizen that only those who chose to stay in the motherland and continue to struggle, which you originally relinquished, should exercise. You should not be comparing yourself to them. Those are the small rights that they are enjoying over us. Let them enjoy it. You are already more privileged than them, and you’re still complaining.
You can always relinquish US citizenship and you will not have issue, and all your complains will disappear. OFWs/contract workers in the middle east and other countries don’t have these issues.

@@Me-fm9zk Do you think those former Filipinos now citizens of foreign countries will be a burden to our govt if they visit and stay in our country? If you say yes, then it’s better to visit European countries or Latino countries where tourist are much welcome.

Why does the government make it so hard? So many hoops to jump through. Makes a former citizen spend less time, meaning less money spent in the country. Bureaucracy in the highest order.
