    One thought for consideration - higher rank does not necessarily mean they take over. This is common, but depending on the nature of the incident / operation it may be entirely appropriate for a specialist to remain in command, with the higher rank serving in any number of other important positions (PIO, Safety, and Liaison, as well as Deputy IC all being likely). Rank does not equate to command and this nuance can mean the difference between success and failure in complex incidents. The incident dictates who should be in command, including if there should be unified command.
