I used to clean septic tanks for a few months and we’d get called out to major line back-ups on occasion at businesses. Every single one was caused by women flushing tampons. Every. Single. One.
Can confirm. For personal reasons I had to take a semester off during university and during that time, I got a job as an 'assistant custodian' (janitor's toadie) at a school. Basically picking up trash & making everything look neat. The women's bathrooms, student & faculty alike, were always horrendously worse than the men's bathroom. I wouldn't believe how bad it was if I hadn't seen it myself.

Yeah, when I stayed at several AirBNBs in Japan, I noticed that none of them had soap in the WCs. I either had to buy it myself or walk over to the actual bathroom to wash my hands. Most public restrooms had soap though.
This angers me greatly. I bring soap and extra water when I go hunting so that I can clean my hands before eating / snacking. If I can wash my hands 3 miles into the forest, these ladies can at LEAST do 1 pump of the damn soap dispenser!!

You should be putting it on before you sleep. Sure your hands can dry out more in the cold so then use the cheaper stuff during the day and the other stuff at night, if need be.

I was trained to always be very thorough when washing my hands, so I only ever do the 'quick rinse' thing if I already washed my hands very recently and was handling something clean, say after I wash my hands thoroughly and then put away clean dishes. I usually only do a quick rinse after since the dishes were already clean. That kind of thing.
Tbh I do commit the "only rinse" sin, but that's because I basically expect most public bathrooms to not have soap. I see faaaaar more bathrooms with paper towels or heat dryers available, than ones with soap. That said, almost nobody anywhere in the world does the super throughout handwashing Clara showcased. Most people who care at all just rinse, soap, rinse and they are done.
