Sir can u provide exact pins of 74HC595 you specified and showed as data1, data2 and so on because in proteus software ic pins are not in same order as you have provided in your circuit diagram
In 74HC595, I simply name DS(pin14 of ic) as data1, SH_CP(11 pin of ic) as clock1 & ST_CP(12 pin of ic) as str1, and for 2nd shift register (which is used for rows) DS as data2, and SH_CP as clock2. ST_CP(12) is common as str1
