The local sheriffs should arrest the judges and lawmakers who propose to take rights from the people. The sheriffs can deputize ALL the lawful citizens , who can then acquire the 'devices ' they need, and can affect such arrests in a lawful, peaceful manner. If said constitution violating individuals resist, then local morticians should be notified of new arrivals to be processed.

What "license" are you talking about regarding the NFA and machine guns? I have a few NFA items and there is no licensing. You fill out your application and pay the tax, and some months later, you get your NFA covered device, pre-86 machine gun, silencer, or whatever. No licensing is involved. May be a little nitpicky but it's important for us to use the correct terminology when we're living in an age where our opponents are constantly trying to twist facts and meanings by intentionally using the wrong words.

There is no license to purchase own a fully auto or NFA Firearm/item. Just a Form 4 and the tax stamp.
