what the presenter forgets, conveniently, is that organisations management is a pyramid with a top down structure and therefore HR does NOT drive the culture or leadership of the organsiation. That is the exclusive province of the Board and CEO. HR function is to implement the culture etc that is predetermined/dictated by the Board and CEO. At best HR can 'recommend' and 'suggest' strategy and all the other wonderful concepts referred to by the presenter.
