Not if the serum was spread to every cell in his body. Then he would just blow up and stay dead. But it would also destroy the planet so even if the suit kept batman alive he would have still lost.
While doing so, Cell's completely immobilized. At that point, Batman can use Starlabs boomtube projector to send Cell to the Phantom zone. He'll be stuck there forever.

@kaiserjahan3356 with Cell being a 1st timer, the effects of the phantom zone might disorient him before he explodes; causing him to destroy his whole body in the process. In case that doesn't happen, before he's sent to the phantom zone, snatch a sample of his body. Cell will still be subject to the zone's effects if he survives the explosion and regenerates, considering he's never been there. It will take time for him to catch himself so he can focus on ki signatures; which is a requirement to use instsmt transmission. Because each part of Cell's body is self-sustaining and can regenerate his whole body, I would recommend Zatanna or Doctor Fate using a spell to bind the sample so it can't regenerate Cell. This will give Batman time to study it and Cell's unique genetic makeup, and develop a virus that can cause Cell's whole body to break down to the point where he's virtually powerless. From there, he would have to be contained in a special prison where he can't absorb any biomass to restore his powers, and a special device on his head that will inhibit his mind and prevent him from concentrating hard enough to use ki signatures to teleport. Another possibility, though reasonably difficult, is opening a boomtube to the Dead Zone. With the Makyo Star destroyed, even if Cell could absorb Garlic Jr, Who's also imprisoned there, it wouldn't do Cell any good, as even Garlic Jr can't escape without it.
Blowing himself up is a gamble, he didn't count on actually surviving it. Good possibility he just dies after exploding. Even if the Phazom Zone didn't get him, first.

I don't think Batman tricking Cell into believing he's using his full power when he's not will be as easy as it's portrayed. Like Batman mentioned, Cell is terrifyingly perceptive, especially when it comes to things like fighting potential, and would likely be able to tell if Batman was holding back.
When you're talking about two highly intelligent opponents, it's really a coin flip. One is highly perceptive, the other is equally deceptive, it could go either way. But I will say that Cell doesn't necessarily have a full grasp of advanced technology, so Batman could very well trick him into thinking his suit has reached max power when it hasn't. Plus Batman is human, humans are like ants to a being like cell so he's already going to be scoffing at batman and think almost nothing of him.

@@akumaisreal2090 One thing to consider is that Perfect Cell does have a sense of fair play, but that is only if there is a challenge. Batman can only bluff or stall until Cell grows bored and ends the fight, much like he did with Vegeta after gaining his perfect form. Batman would need to bring the same kind of heat Super Vegeta brought, or it wouldn't be worth Cell's time, and he's going to put a bat-shaped dent into the ground with Bruce's body if the latter felt like Batman couldn't back up all the talk he spewed.
That is one thing that makes Cell unpredictable: he can indulge you by playing by the rules or flipping the script and one-shot you. You don't honestly know which side of Perfect Cell you will get, but you can draw out his egotistical side by putting up a fight he didn't expect. This could cause him to pull the same stunt he did with Gohan and see how far it would go if you pique his curiosity, although that also means a lot of casualties if the bio-android felt it would motivate you to come at him with your full power.

He won't, Batman is NOT a ki user fighter, he will be using a technological artifact to fight Cell, there is no way Cell can perceive if Batman is really fight for real or not.

I wonder how that would translate between realities. Vegeta at his first appearence was a planet buster already. But given his feats while fighting an enemy it seems like "planet buster" roughly translates to "can throw a guy through a single mountain". It seem Toriyama either assumed planets to have a "explode" button in the middle or are made from paper mache on the inside.

Okay, so back in the day, RIGHT before they released the final three episodes of the series, they made like a dozen shorts called the Cell games, or the Cell vs videos. Cell vs Street fighter, Cell vs Sonic, Cell vs Deadpool, you get the idea. ANYwaaaay, a team called DevilArtemisUniverse took the idea of the Cell Vs to the next level, and have been making their own content for years as a spinoff to the series of shorts team Fourstar made ages ago while they were just F***ing around. Anyway, in the DAU, there is a T-Rex that is always trying to fight Cell, but Cell thinks it beneath him, and Rex's catch phrase iiiiiIIIIIIIS..... "FIGHT ME!!!"

It wasnt just 'Peekolo' whose DNA let him regen, but also Freeza, who seems to be made of supercells, rather than traditional orgns (which is why he could technically survive being sliced amd diced).
Piccolo can regenerate so long as his brain is intact, but Cell can regen from one cell.
Just because Batman makes a plan doesn't guarantee it will work. He is brilliant, but he can't beat everyone. A lot of the plans he makes are based on speculation. For example Wonder Woman and The Flash. He made plans for them, but that doesn't guarantee they'll work. Certain individuals like Superman, Green Lantern, and Martian Manhunter have exploitable weaknesses so it's easier for him to take them down. He made a serum to slow down Cell's healing ability. 1st, it might not work. 2nd, even if it does work, that doesn't stop Cell from flying out of Batman's reach. Plus he's much faster than Batman. Nothing Batman has would cause that much damage to Cell anyway. Even without his healing, he's a really tough guy.
I'm sure some Batman fanboys will try to tell me I'm wrong. Don't bother. You can't argue with facts.
To save Batman from fighting Cell there’s always Plan B Amazo the super android, then limited every member of the justice league or The Parasite the absorber.
Also, I think Luther would want to examine cell or his powers. And Batman next contingency plan should be about the iron giant

A couple things you’re forgetting to take into account there Batman.
1. At this point, Cell has already lost both sources of his upgraded power, and still had access to his full strength.
2. Your Hellbat may not be powerful enough to overcome his defenses. The only reason Gohan could deliver that devastating stomach strike is because he’s stronger than the sum total of Earth’s entire military might combined. Unless your Hellbat suit can hit with the force of thirty nuclear bombs, I think you’ll only drain your life and make yourself into cannon fodder for him.
With the Hellbat armor, Batman has full access to the Speed Force, Cell is NOT faster than the Flash.

In the dub he did, but clearly they are not. They don't even regenerate when they are being blown up with punches and kicks by SS2 Gohan. They have his abilities, but to a lesser degree. They aren't just as strong as him.

So basically Batman's plan is making a serum that disables most of Cell's abilities.
Yeah, seems to be going all Bill Gates Foundation with it seems to be his go to with a lot of his contingency plans. Tad concerned about that.
A lot of these involve engineering a special compound to confront super powers. The "reality" is, that would be the only hope a regular human being would have to stop most of these potential threats. Chemical warfare is the strongest weapon we currently possess.

I mean, that is how DC works. Making their heroes unreasonably overpowered to face their unreasonably overpowered foes. It’s why I primarily enjoy the lower power scale DC stories, it’s far more fun to watch Batman coming out on top because he is a talented martial artist and overall smart guy instead of him having a suit that makes him punch on some multiversal level or whatever.

Batman vs. Cell would be the coolest. Even though I think Batman would be overmatched in the end. How about a plan for Majin Buu too?
Two issues:
Perfect cell has fully incorporated everyone he has ingested into his DNA, he was already forced to regurgitate everyone by Gohan, so there's nothing left to regurgitate.
Second, you could stop the regeneration by messing with his DNA, but even if you literally destroyed all his DNA the cells would still be able to function almost without issue for a few hours. The Saiyan powers come from the structure of the cell that the DNA has the instructions to create, so once the cells have grown altering the DNA won't suddenly turn off his Saiyan abilities. It's also canon that Saiyans are so tough they don't even get sick, except for the heart disease Goku had, so IMO unless bats finds and engineers the virus that almost killed Goku creating a virus that could damage Cell's cells directly is out of the question. Also that virus took several months to take out Goku which when fighting Cell anything taking more than a few hours is as good as never.
Long story short, bats is dead.

Now that I think about it, Cell would be a menace in the DC universe. His speed and strength would be him at least on the level of many of DC’s strongest heroes. His regenerative powers are stronger than any DC heroes healing factor (closer to Wolverine or Deadpool). Plus, he can freely travel the universe, casually destroy planets, and even beating him means he’ll come back significantly stronger. He’s basically Doomsday but maybe even worse.
Cell was such an admirable foe, who brought out the best from within each character fighting it.

Well, if cell exists in the same world as Batman he’d most likely have the DNA of several heroes and villains - including Batman (let’s not include Superman for obvious reasons).
This means he’d have knowledge of almost all things these hero’s are aware of giving him caution against specific tools or techniques. This also will include giving him Batman’s IQ and knowledge.
Additionally he could always just blow himself up before the serum could take effect, leading to the earth being destroyed and him healing from it.
