It must moving when I wanna login for every first time or it just start to move when screen is locked ? Because when I restart my mac it won't move till I enter the password and lock the computer again to see that

On the upper right corner it should be a " show as screen saver". Turn that on. Then you should be good.

How do i get it to move when I log in? It only moved like one time, when I first got this computer, 2023 Macbook Pro, then it stopped.
Play with your wallpaper and screen saver settings. Select Apple logo -> "Lock Screen" or "Sleep", test and try. That's how you make it work.
it is a still image when i am on the login screen. how do i enable it to be moving?
Check your screen saver settings and check that you are not using a static image as your wallpaper.
