Rohan and Abbacchio exhibit hater TENDENCIES but I don't know if they count as full on haters.
Rohan definitely has hater tendencies, Abbacchio though doesn't hate Giorno for the fun of it, he just doesn't trust Giorno and since they are criminals often involved in life or death situations, trust is a big deal. He was a former cop and thought Giorno was hiding something, which he was right, Giorno was hiding something. Everyone else didn't have his intuition, so they put their trust in Bucciarati's judgement.
Biggest hater has to be Thanos from the Marvel Comics. He literally targeted a random guy and made it his life's mission to terrorize him on his birthday every year...as a hobby!

Having an inferiority complex doesn’t make you a hater? That makes absolutely no sense. Being a hater a lot of the time is having a disproportionate amount of vitriol for slights (or perceived slights). Well, even if he wasn't the biggest hater, we can't deny that out of most modern anime villains like Sukuna wouldn't be able to compete against Dio in terms of evil, as Dio is the most evil anime villain in my opinion. As Yes we do have villains like frieza and such but the fact that Dio literally makes a human mother into a zombie while she was eating her kid is a very heinous and diabolical act to be having regardless if someone is a vampire or just a human.

DIO just pulls a Kars and stops thinking. I mean Magnet Magnet was essentially in the same situation as DIO towards the end of Steel Ball Run. Granted Magnet Magnet was human and gave up after realizing "...No one is coming to rescue me, aren't they?". DIO on the other hand, essentially took a really long nap. DIO as a hater doesn't even really make sense tbh. Who is his hate directed at? He saw Jonathan as an obstacle, he didn't make Jonathan's life hell for the fun of it (though I'm sure he had a lot of fun doing it) he did it to try and make Jonathan meek and pliable so he could steal the fortune out from under him. When that didn't work it was straight to plan B, murder. Then he formed a respect for Jonathan (not very hater to stop hating)
Then in the 100 years in the coffin, Jonathan was dead and DIO just resumed what he did, he had removed an obstacle so he resumed planning how he could achieve power over others, without risking harm to himself. The heaven plan was literally his cowardice made manifest, he didn't want to just rule the world, he wanted to be an unkillable god figure so nobody like Jonathan could threaten him again.
He didn't even know Jotaro until, canonically, 3 minutes before he got defeated. The stardust crusaders were just another obstacle and DIO in his cowardice did not want to take risks, sent his minions to do the dirty work until he ran out of minions and had to do it himself.

Honestly, maybe Muscular from My Hero? I don’t think we ever got a backstory from him, the earliest I can remember is him killing the kid’s parents, and that’s because they took his eye out. He comes across to me as just in it for destruction and pain, he doesn’t have an end goal and maybe not even a start, he just wants to cause heroes pain. Them hurting him first to me seems like excuses to have w reason to hurt someone, he just will get out and immediately go on a murder spree just because.
Without haters, we wouldn't be famous or have a story.

Qilby from Wakfu really is one of the most hatering haters of all time. I thought about it and bro just wanted to sew chaos and take over the world. He revelled in beating up children and the elderly.
I think Doflamingo is a pretty good hater. He really didn't have to go as far as he did just to take over a kingdom, he actually went further and tortured both the king and princesses + some of the citizens.
Honorable mention: Clockwerk from Sly Cooper. Not only was he Sly's biggest op, he was the entire bloodline's biggest op. Imagine hating someone so much you achieve immortality fueled by literal hatred, that's Clockwerk for you.
Dio isnt really a hater, sure his actions cause trouble for the Jostars, but he would rather just be rid of them more than anything else and move on with his immortal life. Take someone like reverse flash, now that man is the definition of a hater. He doesnt care if it will cost him his own life, so long as he gets to make the life of Barry (or any flash family member) a living hell. This man will literally f*ck over a whole timeline and go down with it so long as Barry is miserable in the process.

Junko Enoshima from Danganronpa fits your definition. She doesn’t have a tragic backstory, she doesn’t have an inferiority complex, and she doesn’t have empathy. Kodaka said “I wanted to create a character who is bad because she is evil, who only desires outright desperation. With no possibility of redemption”. He designed her to be unsympathetic on purpose.
I will spoil Danganronpa so if you want to play it stop reading here. Junko tortured and killed her own classmates for the sole purpose of killing their hope and caused mass riots that led to the destruction of modern civilization just because. Nobody did anything to her and she still turned out evil.

I put her in “hater” category for her flippant “I don’t care who I kill” personality. Innocent people suffered and died because of her. She goes out of her way to spread pain and misery for no good reason. That makes her a hater to me.

As counterintuitive as it sounds I think that cartoon villains from episodic shows are the biggest haters because they aren’t bound by the show’s continuity. I think the reason people say Dio is the ultimate hater is because this man has single-handedly caused generational trauma so great that it took over a hundred years before the Joestars could actually live peacefully and that was mostly the universe reset so Pucci didn’t exist

I would say an A tier anime hater would be izaya orihara from durarara. he claims to love humanity, but what he really loves is putting ppl in chaotic situations and observing the outcome. definitely has a superiority complex too.

Sukuna from JJK would seem like a candidate, but with the issues you brought up, he feels like he belongs in the superiority/ inferiority complex.
He will compliment people he finds interesting and dunk on Yuji in the same breath, but it comes from Yuji pushing on and not quiting in the face of adversity, his mental fortitude essentially, rather than simply hating for the sake of hating

I dunno, I feel like there are a lot of haters in Jujutsu Kaisen, though many of them are just trying to prove something as you mentioned. Though two exceptions to that would in my opinion be Sukuna and Mahito - Yeah Mahito talks a lot about purpose and nature, but let's be honest, he just wants to find new ways to use his technique and torment Itadori for really no reason. And then there's Sukuna.

I think one good example of a Pure Hater in shonen is Hunter x Hunter's Tonpa the Rookie Crusher. I don't know how he survived multiple Exams, to be honest; with all the hating he did, you'd think some returning examinee would be after his life 😅

I am pretty sure Joker doesn’t have any hate towards the people he targets and Kid Buu I am pretty sure doesn’t even know what he is doing is bad (I haven’t watched or read to the part where kid buu is introduced so this is just based on what I have heard of him) but Stinkmeaner (what I have seen of him, I haven’t watched the boondocks) have an irrational high hatred towards everyone.
(Though this is just based on clips and what I have heard people say about these characters)

If you want someone who hates just to enjoy hating, in anime probably the first example that comes to mind would be Itoshiki Nozomu, from Sayonara Zetsubou-Sensei. The guy actively goes out to try and find things that annoy him so he has an excuse to rant about them being annoying.

Char Aznable just being the most sadistic prick towards Garma, his actual friend just becauae of a vaguely defined vendetta agaisnt the Zabi family that he later abandons, then his personal beef with Amuro that causes him to basically give up on a reuinion with his long lost sister, he then wastes another chance for it 15 minutes later to kill Kycylia just because fuck her even tho he has given up his vendetta.
Then dude becomes pissed off at the world again after being on the write side for the last 10 years and restarts the worst war in human history for the third time as an elaborate murder suicide attempt against Amuro (he does commit genocide as a part of it)

And that is still like just a hskf if it and thst emeoukd be igniring his hater actions unrekated to the protagonist
And those two are still mikd conpared to some other characters like Ali Al Sacheez who is a professional menace and despite having zero actual personal interest in anybody proceeds to be an absolute hater towards everyone including but not limited to: an ex child soldier he indoctrinated into a an extremist islamist terrorist organisation ( he is a merc and used the child soldiers as canon fodder for personal interests), a victim of a terrorist attack, his own subordinates, his allies, radom taregets his dipsoses of.
He is a hater everyone he ever meets that isn't directly paying him and will cause you to have a mental breakdown in your final moments just because. He's not even being sadistic and enjoying it in some sick way, he's just a dick.
