So about weapons in the randomizer: If it has a built in effect by default it will keep that effect, as well as have an additional effect. So say a poison lance? Will still poison and give maybe +5 defense.
except for the fact that in this very episode we see a poison bow strike shanna without her getting poisoned, which means the poison bow lost it's poison somewhere in randomization
To answer why the enemy units are so comparatively weak on this map, I think that I can give a pretty good hypothesis, I have done a similar thing for the game I'm developing. The low leveled units are here to help your new/lagging units a solid chance to catch up before proceeding on with the main story. Lilina is required for this chapter to even happen, and she starts pretty weak. Also consider that the player is also given Gwendolyn, Ogier, Dorothy and Sue shortly before this chapter, so this is probably the best place to level them up if you plan on investing into any of them long term. You don't want the generics to be too high leveled here, so that the player's heavy hitters get too far ahead of the mandatory chapters' power curve.
