This scene does help make you hate the villains, reminds of the hit and run scene from The Toxic Avenger. Its also a good way to show you this movie has teeth and is not fucking around.
Real life and cinema are different things and this is a fine example of the latter. This scene is hilarious and people who say it is wrong just don't understand the dark humour.

Children have been raped and murdered for the longest time, tragedies involving children have been ongoing since the founding of America. Theses "sick tragedies" are only publicized more often now.
Showed this to my 9 year old sister and she died laughing. See this is actually funny, not twisted or terrible. If a 3rd grader can laugh at it and be fine, you've got some problems.

I love that later in the movie (SPOILER ALART) The burned Schoolbus drives up to him to send him straight to hell, and he tells his own father what a piece of shit he is before he dies lol
The Drake and his sons deserve every last ounce of pain they inflicted upon Hope town. My only complain is that we never get any backstory on The Drake or his sons. Complex antagonists with fleshed-out backstories are my favorite antagonists.

Meanwhile down in hell, Slick and Ivan burn in the lake of fire. One of the children they killed, a little girl now an angel dressed in white with a halo above her head, walks over to the lake. The brothers pathetically beg for help. The little girl smirks and squats down to mockingly whisper, "Do you like ice cream, Mr. Slick?" She giggles and ascends back to heaven, leaving the wicked brothers to roast in eternal anguish.
And that, ladies and gentlemen, is why this movie is not rated.
