If you want to create world class institute, give them autonomy, push them to excel in terms of teaching, research by hiring quality faculties irrespective of origin of country. Universities should be made free from political interference and they should be the learning ground for all and sundry. Also the universities should be proactive in hiring good quality, motivated faculties from all fields.
