The Taskbar is just an appX(UWP) but since the WindowsApps folder was deleted the Taskbar changed to Windows 10's as the shell on which 11 is running is Windows 10's (kinda, but with some minor changes) . And about Explorer, since it is a UWP app now it would obviously not work.
To put it to perspective, Virtualbox recommends 10GB vdisk for Windows XP. But there's still plenty of space left (even after installing Guest Additions)! On Windows 7, 10GB is "not recommended" but there's still a few gigabytes left for lightweight games. The same applies to Windows 8 and old builds of Windows 10

But if it had at least 8 or even 16GB of Ram and 64GB of storage it would be good Win 11 machine. The CPU and Ram are acceptable....but it's that low storage space that Microsoft says is not enough. Windows 11 is hefty. And that 32GB eMMC is not upgradeable on those little stream laptops.

Shift + F10. You can also edit the OOBE registry key to get CMD as SYSTEM on bootup.
