To be Frank, all A.I. NPCs and Enemies were always Program to have Infinite Ammo, only you as the Player will have Limited Ammo because for the sake of Game Balance, So you'll have no Choice but to pick up Weapons off from Allies and Enemies.
I get why, but the Arbiter can do that even when he's a faithful member of the Covenant, and he can even issue them to fellow Elites who aren't dishonored. Special Ops units like Zuka here are probably far more comfortable dealing with the taint of heathen technology, if it gets results.
Even though some moments were a lot different from the book it was still an awesome mod and i hope there will be something similar in the future
