Folder "Recent" is in accessible by "Run". Its access is denied

In this video we are fixing the issue if with Run we are not able to access Recent folder.

Hello my friend! I did the entire procedure in the video, but here on my notebook all users already appear. When I click on the user to change, I can't get the basic permissions options, nothing, I can't change any options, it's like windows won't let me do this with hidden folders.
