Well it's mostly clarifies butter with is basically butter with all the fat removed it has the same flavour but much less fat

I think this is my first over comment on anything related to Korean street food... Looks perfect! Usually I'm not into these videos because they're too over the top for me. Meaning food is packed with too many condiments and extras. I like combining flavors by with rich food I personally more like to taste and enhance the main flavor rather drown it.
That butter at the end of the night must just be heaven

If they did boil it in butter then yes it would be a deep fry.
In the end it was more like a shallow fry/pansear with heavy basting.
