It's an act. They are SoCal comedians and that's their "dumb surfer dude white boy who wants to just party" act. It is hilarious and have gotten them to this stage this far. They do standup as well among other things including a podcast and Chad does these hilarious Instagram daily motivate stories.

I was born outside California, lived in California for 8 years, then moved away...and a lot of California dudes ARE a version of this and talk a certain way. This is just an extreme versio obviously.
