After some time searching, I confirmed that the button to create a project is not available in any version 17 (validated in runbot). What I did was to use Studio to add a new button with the action to create a project. It only requires the sales order to have at least one service (even if it doesn't generate anything) and then confirm it.
Overall great improvements. The only thing still a bit confusing is stages vs states in tasks

You need to sell a product of "Service" type (e.g: "service on timesheet"), then confirm the quotation. Should appear afterwards.
hi! there has to be at least one product of the type service sold on the Sales order and the button is now moved into the action button.
