It should be a parking in walking area issue. It looks like a rich vs poor issue to me. The original idea was big sidewalks to accommodate the compressed population supported by public transportation infrastructure. They fill up at rush hour and evenings after work. They also have to many cars for the current infrastructure, The soviets did not plan for that. I believe it is entitled rich people acting immaturely and believe they have no other choice. IMO

Those police officers were not very understanding. You didn't hit any cars as in the officer's example. You're just standing on the sidewalk. In fact A CAR WAS DRIVEN INTO YOU that evening, while you stood on the sidewalk.
In Russia, if the person doesn't get hurt, it's pretty much a slap on the wrist. In North america, ( injury or not) it's attempted vehicular manslaughter.

However if the cops committed the vehicular manslaughter they would get a paid vacation and extra doughnuts. These people don't get arrested mostly because the traffic police are both understaffed and their focus is not on the activities of average people. It's a situation of manpower and use of that manpower. Not because someone's going to "break your kneecaps."

The issue is that you don't know who's car you are picking up on your tow truck and there are many ruthless assholes who will not care for the law and resort to violence. This is why tow trucks are usually not private in this part of the world, but state sanctioned OR owned by people with a good back. You cant just make a towing business, unless you can protect yourself is what I'm saying.

Due to the lack of enforcement, however, you cant really start a towing business, because you don't have the proper support from the state to execute this task. Thus, you will more likely get yourself in trouble with bull-headed thugs who are angry that you towed their car.
Where I live it was like that before, but then the police saw how financially lucrative towing can be and it's almost functional now. Still, if you're rich and have connections, chances are they are not going to touch your car.

I always wonder how many expensive cars are on the Russian roads. I have always mistakenly thought that Russia is more of a poor country. Probably there are both sides, but the gap between poor and rich must be very large.
Maybe it would be a great idea if you would create a second channel about life in Russia.
This is mainly for the two big cities of Russia which are Moscow and St Petersburg. That's where all the action happens, so that where the people who can afford such luxury will travel.
Those cars are very common. BMW, Mercedes, Audi are way too common, nothing special. Need to thank Germany for that!

I honestly don't get why people drive cars in Moscow. It takes more time to get from point A to point B compared to metro.. through all the traffic jams. It's quite a struggle to find a parking lot.
