They want more teams to have a chance, particularly those in the big media markets of LA, NYC, Miami, etc. Despite a population of well over 7 million, the NBA considers SF to be a backwater. Other than LA, they want the best teams to be on the east coast. where high population density means huge media markets. Because of TV ratings, they'd rather not have any playoff games in the Pacific or Mountain time zones.
