I don't know how it is in Western countries, but in mine, a public school usually get close to a hundred new students every year. There'sno way a principal or non-teacher staff could memorize the name and face of all of them. Even teachers need a few months to memorize the new students. Unless you stood up (either by being a problematic student or a remarkable one), many students go through middle and high school without being known by their principal or teacher who didn't teach them
