Oddly enough, on the world where The Killing Joke took place, Barbara isn't the first Batgirl. There are panels that show a photo of the early '60s Batfamily with the original Batwoman and Batgirl. I believe this was meant to be a clue that TKJ didn't take place in the main continuity. But it proved popular, so DC moved elements over.
Actually, the best way for the Joker to loose is just have some regular person kill him. Just bang; dead forever. Think about how that would affect not only Batman but the rest of DC. One normal guy gets lucky and takes the shot, ending Joker forever.

That actually happened btw, in the mid 90s - mid 2000s there was a storyline where a cop snaps and shoots joker square in the head. He ends up recovering though and had a bullet hole scar on his forehead for the rest of the storyline
Yeah, at this point it's just selfishness. Batman won't do it because of what it would do to himself, but given that as long as the Joker is alive he will keep causing suffering and death, the most heroic thing for Batman to do is make the moral sacrifice and take on the burden of ending that one life to spare so many others. Gordon has had many opportunities too, and I'm sure that he could do it and not even be convicted of anything.
I think that's one time where the Joker actually lost. Yeah, he got god-like powers for a while, utterly fucked the world over, but in the end everything he did was undone and he was left a gibbering wreck for a while after that.

The finale of Death of the Family was one of my favorite modern Batman comics. I hated that the author rewrote it for the trade paperback.

1) Not a villain. 2) Greatest and most influential character ever. Without Joker comics as they are today wouldn't exist. Joker came before everyone except Superman. Yes. Even before Batman.

Joker is an immortal self aware 4th wall breaker. Joker created Batman. Joker may very well be the ultimate meta character. Joker has evolved into something beyond a character in a story. Even his origin is something truly remarkable. And i don't mean his origin in the comics. I mean the very conceptualization of Joker is unlike any other character ever. Joker is literally the greatest joke ever told.
