That excess should be around the chest line
After taking out the yoke I suppose
after placing your cups on the burst line the excess is what helps to cover the cups on the chest part
This actually depends on the cups size you are using
It has to be bigger than your burst size

But the client's burst circumumference is 35, and I use bra cup size 36 for her, so at the end of the dress making the cup was big and it doesn't fit well.
