Wrong, actually. There’s a delay between thoughts and ‘thoughts’, so it is possible to read a mind before the mind realizes that it’s thinking. The technology is, in false justification, “most likely” reading past the surface thoughts and using contextual thought-streams to predict the next thoughts.
(This is a horror movie, though, so what’s logically likely is often not)
