Plant stand for germinating seeds

See how I reused my scrap materials like wood, funny looking screws, and salvaged shelves holder. We love to plant our own veggies, especially my better bitter melon or 'ampalaya' as we call it. So we have to germinate seeds early, about 8 weeks before spring. Obviously we can't, outside, on this cold weather. We don't have green house. Indoor is our best bet. So what to do?
