Speaking as someone who is only slightly younger than the Doctor (though I'm very spry for my age), I can assure you, as others here have also pointed out, a significant portion of these clips were intentionally humorous. Whether it was the decision of the writer, the director or the actor or even the editor to be funny, is another question entirely. But yes, some of this now appears unintentionally funny to a modern audience, I totally get that, but some of it was already seen as unintentionally funny even when these episodes were brand new. I'm sure that shot of the Doctor falling into the water in Warriors of the Deep was intended to be shocking/exciting/scary, but I can tell you from personal experience that it was awkward then and it remains awkward now. In their defense the cast & production team were under unbelievably tight time & budget constraints and sometimes they just had to make due with what they had. The other thing to keep in mind, especially with the episodes made in the 60s & 70s is that it was assumed that people would watch the episodes once, maybe twice, and then be more or less forgotten about, with the only way to revisit the story was through the Target novelizations. No one at the time could've anticipated the VCR/DVD/Blu-Ray and streaming age, where uber-nerds like me would scrutinize these episode to such a a lovably(?) absurd degree.
