It does not seem to require any immediate burden of proof. An accusation from any credible source (such as the ICJ) is more than enough impetus to justify such a withdrawal.

Her argument has closure. It does not depend on ideology, assumptions or any kind of showmanship. Premise: Israel wants to be treated fairly. Aid grants are regulated by objective rules. Rules are not applied. Boom.
No need to involve history, no need to attack Republicans, no need to attack "moderate" Democrats. No need to ask for the condemnation of enemies. No need to have the "right" ideology. Just a plain and simple argument. Wonderful.
